Research On The Government Performance Information Use Driven By Data Technology

The government performance management is not only an important measure of national governance,but also an important part of national governance.Performance evaluation is the core link of government performance management,and its basic logic is as follows: through a series of index measures to measure and evaluate the government behavior and results,form the corresponding performance information and performance report,and then use these performance information in all aspects of national governance as far as possible,in order to further improve and enhance the level of performance,and produce performance products that people are satisfied with.However,it is a fact that the performance information has not been fully used,which has become an important factor restricting the effectiveness of government performance management in practice.Therefore,in order to make government performance management run effectively,the use of performance information should be "heavy".Recently,a new round of data technology with big data as the core is in the ascendant,which provides a new opportunity and basis for promoting the modernization of national governance.Similarly,data technology provides impetus and opportunity to drive the use of performance information.This paper takes this as the research starting point,through the grounded theoretical research method,the basic theoretical framework of data technology driven performance information use is constructed,which is mainly manifested in three aspects:logic,technical architecture and guarantee mechanism.The relationship among them as following: the logic mainly clarifies how data technology can drive the effective use of performance information;the technical framework mainly discusses the technical support system for the effective use of performance information;the guarantee mechanism faces the problems that cannot be solved by technology in the use of performance information,and provides some countermeasures.This paper makes an in-depth explanation of these three aspects,reviews and discusses them with relevant cases.The first is to clarify the logic of data technology driving the use of performance information.The institutional basis of government performance information sources in China is mainly manifested in statistics and evaluation,which provides the performance information needed by governance activities.On the supply side of performance information,the mechanism of data technology on performance information itself is manifested in four aspects: expanding performance metadata,enriching performance evaluation forms,effectively mining performance information and improving the quality of performance information.This solves many problems existing in the past performance information itself,and becomes a necessary condition for the effective use of performance information.On the use side of performance information,The mechanism of data technology to promote the use of performance information is manifested in five aspects: strengthening the motivation of using performance information,clarifying the purpose of using performance information,innovating the use mode of performance information,optimizing the use process of performance information and examining the results of performance information use.This solves the problems existing in the use of performance information in the past,it provides the conditions for the full use of performance information.The second is to build a technical architecture of data technology driven performance information.For performance information itself,each stage of its life cycle needs corresponding basic technical support,including data collection technology,data storage technology,data calculation technology,data analysis technology and information visualization technology.They lay a technical foundation for improving the quality of performance information.Under the support of these underlying technologies,combined with relevant national norms and standards,a technology architecture for the use of performance information is formed,which is mainly manifested in four aspects: business architecture,which integrates all activities and organizations related to the production and use of performance information to form a unified business system.The data architecture,in order to support the implementation of business architecture,it is necessary to comprehensively manage relevant basic data.The application architecture,with the purpose of performance information as the center,forms a user oriented application system.The technology/infrastructure architecture to lay the foundation for the entire platform construction.The third is the formation of data technology driven performance information use guarantee mechanism.In the face of the shortcomings of data technology in promoting the use of performance information,we need a systematic safeguard measures to deal with it.At the macro level,an effective performance governance mechanism should be formed,focusing on value rationality to make up for the lack of one-sided emphasis on instrumental rationality under data technology.To achieve the balance between value rationality and instrumental rationality in the use of performance information under data technology.At the meso level,an effective technology embeddedness mechanism should be formed to make technology play a substantive role in government performance management and provide a technical environment for promoting the use of performance information.At the micro level,facing the problems existing in the use of performance information,a series of specific operation measures are formed,There are mainly data governance mechanism for performance information itself,open mechanism for performance information acquisition,learning mechanism for performance information users and incentive mechanism for performance information use process.To sum up,this paper provides some enlightenment for researchers and practitioners in this field through the in-depth discussion of logic,technical architecture and guarantee mechanism.From the theoretical level,this study introduces data technology into the use of performance information,which further complements and enriches the shortcomings of the existing performance information research,it may arouse the attention of academia.From the perspective of practice,the technical framework and guarantee mechanism formed in this study provide academic reference and action enlightenment for practice departments to promote the use of performance information.
