Evaluation Of The Operation Effect Of Urban "Administrative Examination And Approval Bureau" Based On QCA Law And Research On Influencing Factors

The model of administrative examination and approval Bureau is an important model to explore the transformation of streamlining administration,delegating power and separating examination and approval management.Many places in China have started to implement the pilot model of administrative examination and approval bureau.The focus of this study is to evaluate the performance of the Administration Review Bureau.The main findings are as follows: First,the operation effects of 35 urban administrative examination and approval bureaus were evaluated and divided into two groups: high performance and low performance.Secondly,the framework of influencing factors for the operation effect of the Administrative examination and approval Bureau was constructed,and seven factors were identified from the key dimensions of organization,system,environment and technology.Thirdly,QCA method is used to obtain four paths of high performance configuration and two paths of low performance configuration.Through path analysis,characteristics of high performance configuration are found,which can provide experience for other regions.In the path analysis stage,two configurations of high performance and low performance are carried out,and it is concluded that the management of upper and lower levels of high performance configuration at the organizational level,the formulation of supervision system at the institutional level,the information construction of government system at the technical level,and the legal construction at the environmental level are all crucial.Therefore,according to the analysis results,this paper gives suggestions on clarifying the management of administrative examination and approval at upper and lower levels,improving the supervision system of administrative examination and approval,optimizing the information technology of government affairs system,and improving the laws and regulations of administrative examination and approval.This study can be practical and forward-looking,and provide suggestions for further improvement of the operation effect of local administrative examination and approval bureaus.
