Problems And Countermeasures Of Public Service Facilities Allocation In Leisure Tourism Villages ——A Case Study Of Nishan Sancun Village In Jining City

In recent years,the matching of public service facilities in tourism villages has become a hot topic in the field of rural planning.While tourism brings development to these villages,it puts forward new requirements for the construction of public service facilities,especially the configuration and layout of tourism-related public service facilities.However,in the development of village construction,due to the lack of long-term overall planning and sustainable construction investment,the current rural public service facilities are not fully equipped and the layout is unreasonable.At the same time,the operation and service level of public service facilities are uneven,which also hinders the development of rural tourism to a certain extent.In this study,the village’s public service facilities configuration theory,to strengthen the demonstration of leisure tourism village public service facilities demand and characteristics,and focus on Nishan Sancun Village of Jining City as the research object,the local public service facilities construction present situation,use and use demand analysis,in-depth study of Nishan Sancun Village rural leisure tourism demand characteristics,public service facilities present situation;on this basis,according to the complete path of public service facilities allocation,the reasons for the current situation are analyzed from the three levels of planning,implementation and management,and the theories and methods of public service facilities allocation such as “rural life circle” are introduced to put forward the optimization countermeasures of public service facilities allocation in the Nishan Sancun.The main research results are as follows:（1）The public service facilities in Nishan Sancun Village are difficult to fit the local rural life circle,and there are specific problems such as unreasonable layout,imperfect function and insufficient utilization of facilities,and there is a gap with the development orientation of local leisure tourism.The current allocation of public service facilities is caused by many factors.From planning and construction to operation and management,there are mainly reasons such as weak planning continuity and applicability,single construction funds and implementation path,and insufficient use and management guarantee.（2）This paper put forward the specific methods and index system for the planning of village public service facilities.Based on the daily activities of residents and tourists,the structure and scope of the living circle are determined;on the basis of universal research,the types and contents of public service facilities are determined;Clarify the content and scale of public service facilities in the rural life circle;incorporate the configuration content into the village planning,and carry out spatial placement and planning control.（3）Strategies for optimizing the construction and management of village public service facilities were proposed.This paper proposed to adopt the form of "government-enterprise cooperation + village collective participation",the government supports and guides various investment and construction entities to participate in the construction and development of urban and rural public service facilities;scientifically design the approval process to improve the efficiency of facility construction.Differentiated operational services were provided for villagers and tourists,to improve the management system and mechanism of villagers’ autonomy.The information management measures were introduced to meet the needs of leisure tourism services.
