Research On The Law Enforcement Of Labor Security Supervision At The Grass Roots Level In Hebei Province ——Take Z County As An Example

Labor security supervision is a necessary means to ensure the harmonious development of labor relations and social stability and happiness.With the rapid development of China’s social economy,the labor relations under the new situation appear more complex and changeable.In this case,how to make the legitimate rights and interests of the majority of workers in our country not be infringed,and the effective implementation of relevant laws and regulations,is the top priority of our work.It is very important to solve the contradiction of labor relations.The grass-roots labor security supervision is related to the fundamental interests of the majority of the people.To do a good job in the grass-roots labor security supervision and law enforcement is an important prerequisite to maintain the orderly and healthy development of the labor market.This paper takes the specific situation of labor security supervision and law enforcement in Z County as the starting point and foothold to study the labor security supervision and law enforcement in Hebei Province.By using a series of research methods such as literature research,case analysis and interview,combined with the new public service theory,the balance theory of modern administrative law,the theory of Holistic Governance and other theories,from the perspective of public management,using specific data for in-depth analysis,auxiliary to interview the labor and social security supervision and law enforcement staff and workers in Z County,and learn from domestic experience Based on the work experience in other areas,this paper summarizes four common problems in Hebei Province,such as limited law enforcement authority,heavy law enforcement tasks,and lack of cooperation among law enforcement departments,and analyzes their causes: imperfect laws and regulations,imperfect law enforcement system,weak law enforcement team,weak legal awareness of employers,and poor self-protection awareness of workers.Finally,the paper puts forward feasible opinions and suggestions from four aspects:improving the construction of laws and regulations related to labor and social security supervision,standardizing the law enforcement mechanism of labor and social security supervision,strengthening the construction of labor and social security supervision and law enforcement team,and optimizing the law enforcement environment of labor and social security supervision,so as to comprehensively improve the effectiveness of labor and social security supervision and law enforcement in Hebei Province.
