| Since China’s economic development entered the new normal in 2011,the state has begun to strengthen the construction of urban-rural integration,vigorously promote the transfer of secondary and tertiary industries to urban areas,promote rural financial reform,and narrow the economic gap between urban and rural areas.In the new urbanization construction,the resettlement community is the residential place for the villagers from rural to non-agricultural areas.The modern urban community governance mode is adopted to build a demonstration small town in the periphery of the city.Urban construction can be completed in a short period of time,but it is difficult for the villagers to change their ideas,which to a certain extent brings difficulties to the governance of the new urbanization community.14 resettlement communities in H street of Binhai New Area of Tianjin are no exception.It seems that the community environment has been greatly improved,but the actual internal governance of the community is very difficult.Street office,community neighborhood committee and property company are all independent.Therefore,in order to solve the problems in the process of new urbanization construction of H Street resettlement community,it is of great significance to study its resettlement community governance.Resettlement community governance as the core,this paper on the basis of the new public management theory,with resettlement community as the main area,binhai new area H street on its internal governance body corresponding questionnaire survey,self-made questionnaire distribution and recovery,and to statistics and analysis of the collected data,the data to analyze the results reflect the intuitive phenomenon,combined with the tianjin demonstration towns,detailed measures for the administration of policy content,such as clear resettlement community governance main body function and management mode,and "urbanized" villagers for resettlement residential community satisfaction.Through the analysis found that the current community construction in the new urbanization process governance body is not clear,lack of supervision,the current management mode fitment is not high,draw lessons from a representative sample of foshan city,guangdong province lo wu community and Singapore community governance mode,proposed the tianjin binhai new area H street resettlement community governance "three steps" strategy: the decision-making of the party organization,government,leadership,build "the model".Play party organization in the leading position in the community governance,participate in major matters within the community,is dominated by the government to promote community governance,with the demand of residents make adaptation degree is higher "the model",take the corresponding security measures to boost the enthusiasm of the community residents to participate in governance,thus realizing the effective governance of the resettlement community.The innovation of this paper lies in that at present,most of the researches on new urbanization will relocate communities are concentrated in first-tier cities and southeast coastal provinces with good economic development trend,and the community governance model is not completely applicable to other regions.Moreover,the settlement community has certain particularity,and the general community governance model is not highly adaptable,so it is necessary to put forward the corresponding governance model according to the typical urban construction situation and the characteristics of the settlement residents.Therefore,the research on the settlement community construction of H Street in Binhai New District,Tianjin city,can obtain specific data through the survey,put forward feasible community governance countermeasures,and provide reference for local government organizations at the practical level. |
