Binhai New Area Of Tianjin Hangu Community Party Affairs Management Research

With the development of the socialist market economy and the arrival of the aging society, large number of people have transferred from "Unit Person" to "Community Person" which leads to the increasingly strength of community Party team that mainly formed by Party member from the area under administration, retired party member of enterprises and institutions, as well as the Party members from other new economy organization, civilian-run enterprise and new social organizations. The turn-up of the "two new" organizations bring in a large floating population into cities and communities, which changes the community Party member’s team and accelerates the process of society diversity and community self-governance. Community Party organization plays an important role and demonstrates an indispensable function in this process, but also faces many problem and issues need to be resolved. What kind of function or responsibility should be played or served by the community party organization after establishing, that’s the key issue need to be resolved in carrying out community party affair administration works. Therefore, it has theory meaning and practice meaning to further study the administration and management of community party affairs under the new social and historical conditions.After many years of exploration and practicing, HanGu district walked out a unique road on party affair’s administration and management. On the basis of accurate collection and shaping up the Party affair work status of each communities in Hangu District, this thesis has fully analysed and investigated Hangu districts’party affair management work, summarized the experience, identified the problem and actively explored the way to further strengthen the community party management in this new period, By the way of enhancing the construction of community party member’s team, exploring the new approach in community party member’s management, establishing an efficient and capable team, promoting the level of administration work, pushing the electronic party affaire development and advancing the support and leadership in community party affaire administration works, this paper serves with new strategies regarding the community party member’s low quality due to the flowability, the unbalanced distribution of "two new" organization in street community, the strengthen of party member team’s daily education management and promotion the team quality, extension the coverage rate of the "two new" organization, perfection of the construction of the carrier of party management, and create a new prospect for the community party affair management, which will further strengthen the community construction and management in Hangu District and promote the harmonic and health development of the communities in Hangu.
