| With the development of China’s economy and society and the acceleration and deepening of the urbanization process,the vast rural areas are constantly involved in the process of urbanization,and a large number of rural landless farmers have been transformed into new urban residents.Accompanied by the formation of more and more urban relocation communities,it should be said that the urban relocation community in China is the result of the expansion of modern cities to rural areas under the dual attack of urbanization and local administrative power.For a long time,the existence of urban-rural dual management system has made the rural economic life,social structure,interpersonal interaction and so on have obvious differences with the city.Although the personal identity of the villagers has changed since the return,the traditional customs and habits in the countryside are the precipitation of the villagers’ long-term life,and the peasants who have lost their land have passively absorbed into the cities.The old sense of order and way of life that has long formed does not change immediately.As a result,urban relocating communities tend to retain both the characteristics of traditional rural communities and some of the functions of modern urban communities,as well as the dual characteristics of urban and rural areas,so they belong to typical successive marginal communities.This particular state of transition complicates the institutional contradictions and interests involved in relocating communities,and the many in-adaptability and various conflicts that arise after entering the new community life also greatly impact the psychology of the landless peasants.It is always difficult to fully integrate into urban life,which makes the governance process of relocating communities is often faced with entirely new challenges that are completely different from the governance of urban or rural communities.As a social phenomenon that will continue to exist in a certain period of time,it is necessary to solve the problem of governance of urban relocating communities,eliminate the negative effects,and make it truly integrated into the city as an organic part of the city,which is to promote the construction of the community in our country.The urgent need to continuously improve the quality of life of residents is also the realistic requirement of innovating social governance.On the basis of reviewing the theory and practice of the existing domestic and foreign urbanization and the urban return community governance,this paper reorganizes and defines the related concepts such as the community,the return community and the community governance,and takes this as the starting point of the study.Then we select C community of Hefei city as the research object,and make a corresponding investigation and study on the actual effect of the governance of the selected relocating community by means of questionnaires and interviews,and the existing problems and causes,as well as the countermeasures to solve them.The research shows that the community governance structure of the community organization,the community neighborhood committee,the community one-stop service center and the community volunteer service team has achieved some practical results in the aspects of democratic participation,property improvement and public service.However,due to the influence of the traditional system of "big government,small society",the conflict in the transition of community,the disintegration of "acquaintance society" and the lack of resources in community governance,etc.There are still a series of problems in community governance,such as deviation of governance subject orientation,negative effect of humanized governance,insufficient vitality of social organizations,contradiction of different interest groups,weakening trend of social capital and imbalance of residents’ participation.In order to eliminate the adverse effects of these problems,it is necessary to construct a quasi-autonomous model under the pluralistic participation pattern,and to stimulate the vitality of community development by cultivating community social capital.Measures such as improving the way of community governance and guiding the broad participation of residents,etc.,to further improve community governance. |
