Study On The Countermeasures Of Helingeer County Government To Promote Rural Industry Development

The No.1 Central Document of 2021 states: We must continue to make solving problems relating to agriculture,rural areas and farmers the top priority in the Party’s work,make comprehensively promoting rural revitalization a major task of realizing the great rejuvenation of the Chinese nation,and mobilize the entire Party and society to accelerate the modernization of agriculture and rural areas so that farmers can live a better life.If the nation is to be revitalized,the countryside will be revitalized.General Secretary Xi Jinping stressed: "The key to rural vitalization is to revitalize industries,only with a thriving industry can rural areas become prosperous and farmers become richer in their pockets." In recent years,Helingeer County has made great efforts to develop rural industries,This laid a certain foundation for the work related to agriculture,rural areas and farmers in the new stage of development,however,there is still a gap to achieve the goal of industrial revitalization,therefore,to promote the consolidation and upgrading of rural industries is of great practical and far-reaching historical significance for accelerating the rural economic and social development of Helingeer County and ensuring a good start in the implementation of the rural revitalization strategy.In this thesis,the Helingeer County government to promote industrial development measures as the research object,from the Helingeer County government to promote rural industry development measures,the actual situation of rural industry development in Helingeer County two aspects of the current situation of rural industry development are sorted out,through summary and data analysis,it is concluded that the following problems exist in the rural industry development of Helingeer County: The integration degree of primary,secondary and tertiary industries is not high,the construction of characteristic brands is not enough,the cultivation of new economic subjects lags behind,and the construction of rural talent team is not enough.Through analysis,the causes of the problems are found: Institutional construction is not perfect,mechanism construction is not perfect,talent incentive guarantee is insufficient,diversified financing is not smooth,rural industrial development still faces many challenges.Based on the successful experience of government departments at home and abroad in promoting rural industrial development,applying new public management theory,government function theory and public service theory,combined with the actual situation of Helingeer County,the thesis puts forward several suggestions for the government to promote the development of rural industry: Strengthen industrial integration to promote the comprehensive development of rural industries,strengthen the brand building of rural industries,promote the transformation and upgrading of rural industries and the cultivation of main bodies,and strengthen the government’s service guarantee for rural industries.
