Research On PPP Policies Coordination Based On Quantitative Policise Texts

With the accelerating process of urbanization,the demand for urban public services and infrastructure is rising.After the local government debt is limited,public-private partnership（PPP）as an innovative way of public goods supply has been widely promoted in China.At present,the mode has penetrated into various fields of public services and infrastructure construction in China,and has become an important mode of public goods supply.However,in its development,it is constantly facing various challenges and risks,falling into the practical dilemma of "letting go of chaos,managing and dying".PPP policy is the main driving force to promote the development of PPP,but the current complex PPP policy system is lack of law and policy strength.Policy synergy means that different policy makers reduce the inconsistency of policies through the continuous coordination among policy elements,so as to form the maximum joint force to achieve different policy objectives.Starting from the policy coordination,based on the literature research method and content analysis method,this paper defines the PPP policy research samples,policy objectives,policy tools and policy levels,and then constructs the time relationship content three-dimensional PPP policy coordination econometric model to quantify the PPP policy text,which inevitably provides new ideas for solving the current PPP practice dilemma and the next development trend of PPP policy.Based on the perspective of policy synergy,this paper makes a detailed review of the PPP policy system from the perspective of time,relationship and content,and finds that the current PPP policy system synergy is not ideal.First,the PPP policy lacks stability and continuity.In terms of time dimension,the quantity and validity of policies increase and decrease sharply,and the evolution of policy objectives and tools presents repeatability and uncertainty.Second,the lack of institutional design is serious,and the coherence between policy themes needs to be improved.At present,various parties of PPP cooperation have formed a dense relationship network,but the lack of cooperation depth,the competent authorities are not clear,and the policies at all levels need to be further improved.Third,the preference of policy tools and target value is obvious,in a imbalance state.To be specific,environmental policy tools represented by financial support and regulatory control have been overused,and their support for stabilizing the market environment and providing professional talents is slightly insufficient,and they lack the push and pull for the supply and demand aspects of PPP development.The value orientation of PPP policy objectives is inverted,from vigorously promoting to prudently promoting to strictly preventing risks.On the one hand,this changing trend is a response to the problems and difficulties encountered by PPP in practice,and on the other hand,it also indicates that the policy objective orientation is not clear,and the policy consistency and long-term effectiveness are insufficient.In order to realize the good governance of public policy and get rid of the dilemma of "post-PPP era",it is necessary to improve the synergy of PPP policy in many aspects.Based on the above research conclusions,in order to promote the sustainable development of PPP,policies should be based on the perspective of policy coordination,from the perspective of PPP system attribute,system design and promoting the introduction of high-level law to further enhance the consistency,stability and continuity of policies.
