| The charitable donation policy is a series of actions taken by the Party and the State to promote the development of social philanthropy and encourage and guide citizens,enterprises and organizations to participate in charitable donation activities.This paper sorts out the charitable donation policy texts issued at the central level from 1989 to 2022,and divides the charitable donation policy into stages based on the changes in the number of policy documents issued and the policy effect,which are divided into disorder and embryonic period,exploration and initial development period,perfect and rapid development period,and normative and stable development period.This paper uses the relevant techniques of bibliometric method and social network analysis method to analyze the participation of policy subjects at different stages.The word frequency analysis method was used to analyze the trend of policy themes reflected in policy keywords.Using the content analysis method,a two-dimensional analysis framework of "policy tools-development elements of charitable donation" was constructed,and the policy text was encoded in stages by using Nvivo software,and the policy tools and charitable donation development elements used in the charitable donation policy text were analyzed in stages and two-dimensional analysis according to the coding results.The analysis results show that the logic of changes in China’s charitable donation policy is manifested in the fact that the policy focus content keeps pace with the times,the level of synergy between policy subjects is low,the use of policy tools is rigid and flexible,and the development factors of charitable donation are clearly focused.The promotion of distributive justice and common prosperity,the modernization of the economy and society,the triggering of focal events,and the change of government philosophy from restrictions to comprehensive encouragement are the driving forces of policy change.To achieve sustainable development of charitable donation policies,it is necessary to strengthen the top-level design of policies,build a collaborative mechanism for policy issuing entities,and optimize and upgrade the use of policy tools to promote the diversification,modernization and development of charitable donation policy patterns. |
