Research On Policy Coordination Among Government Departments In China

The rapid development of science and technology has brought about the economic development and social progress.More and more cross sector problems begin to highlight.Social governance is facing the overall transformation,which makes the difficulty of national governance rising.The efforts of a single sector alone cannot effectively solve all problems.Therefore,the possibility of cooperation between different government departments should be considered,and the exploration and verification of this possibility cannot be separated from the verification of practice.Therefore,through the research of policy coordination related literature,the paper analyzes the content of food safety supervision policy after the founding of new China.Based on the multi governance of food safety,based on the theory of policy coordination,combining with the relevant policies of food safety,the paper studies the change of its regulatory system,seeks the law of its evolution,and exposes the evolution of policy coordination among government departments in the process of implementing food safety supervision policy.In different historical periods,the cooperation mode among government departments is different.The paper divides the policy coordination between government departments into single sector supervision stage,multi sector and multi-sector integrated supervision stage,taking different historical periods as the dividing line.The paper analyzes the influencing factors behind the changes in different stages,and further seeks the experience and lessons of the government departmental policy coordination governance,and finds reasonable ways to promote the effective realization of the policy coordination between the government departments.Based on the characteristics of bureaucratic administrative system,the policy coordination among government departments in China mainly adopts the mode of government as the main guide to promote the process of coordination.This kind of collaboration mode seems to be efficient,but it is very easy to cause the failure of cooperation.The reasons for the formation of the policy coordination among government departments are numerous and complex.At the political level,the inherent system and administrative system restrict the realization of policy coordination among government departments.In terms of culture,bureaucratic system and government led administrative culture also hinder policy coordination.Plus economic and social constraints.Policy coordination often lacks the impetus to promote.Because of these factors,policy is lack of an endogenous sustainable balance mechanism,which has many obstacles to the process of policy coordination.The difficulties of achieving the goal,barriers to the structure of cooperation and imperfect coordination procedures are all the problems that need to be solved in the process of policy coordination among government departments.It is the restriction of these problems that leads to the failure of policy coordination,which makes the policy implementation not achieve the expected effect.Therefore,the policy decision-making center has become the ultimate driving force to promote policy coordination,and tries to reduce this phenomenon through different reform measures.Although this dilemma cannot be fundamentally solved,the optimization of the consistency of the objectives of coordination can be improved in the process of policy coordination among the government departments,the responsibilities and interests of all parties’ behavior subjects can be balanced,the procedural optimization of the policy coordination system between the government departments can be improved,and the degree of principal coordination of all departments of the government can be further improved,Improve the efficiency of policy coordination among government departments.Therefore,China’s collaborative mode may enter the process of coordination failure and cooperation.With the gradual coordination of policy coordination,national governance will undergo long-term reform and development,and finally realize the long-term stability of national governance.
