Research On The Quality Of Information Gisclosure Of Government Portal Take Chengdu As An Example

Government portal is an Internet platform for governments at all levels to make government affairs public,interpret policies openly,respond to concerns and provide convenient services.The departments in charge of government portal websites at all levels aim to build a convenient government service platform for the people and enterprises and a smart and convenient online government.At the same time,from the perspective of the public,the government portal has become the main channel to obtain government information,supervise government behavior and participate in government decision-making.As an official channel,the information transmitted by government portal has the characteristics of comprehensiveness,timeliness and authority.Therefore,in the era of Internet and new media booming,it has more natural advantages than commercial websites.If it is used reasonably and effectively,it will bring more favorable effects to government governance.Based on the new public service theory,the right to know theory and information asymmetry theory,this paper combs the practice and research situation of government information disclosure,government portal website and the quality of government information disclosure,and studies and analyzes the role and influence of government portal website in government information disclosure,So as to demonstrate the necessity and importance of the government portal to carry out government information disclosure.And on this basis,focus on the analysis of open quality problems.This paper mainly from the timeliness,accuracy,comprehensiveness,convenience,security five aspects,through the in-depth investigation of the government website annual report,government information disclosure annual report,portal website channels and columns of 22 districts(cities)and counties from 2017 to 2019,analyzes and combs the current situation and problems of the information disclosure quality of the government portal websites of 22 districts(cities)and counties in Chengdu.Through the research and analysis,it is concluded that due to the particularity of government information,there are three problems: asymmetric information,unequal positions of both sides of information disclosure,and defects of information disclosure management and assessment mechanism of government portal.Based on the experience of Huangpu District in Guangzhou and Luohu District in Shenzhen,this paper puts forward some countermeasures and suggestions to improve the quality of information disclosure of district and county government portal.Through improving the information disclosure management guarantee mechanism of government portal website;We should formulate standardized public list to improve the comprehensiveness and accuracy of the disclosure;The time limit of publicity should be strict to improve the timeliness of publicity;Fine service,efficient government enterprise interaction,enhance the openness and convenience;Open performance evaluation should be carried out for co construction units;Improve the government portal information disclosure talent team construction six aspects to focus on promoting the quality of website information disclosure has been greatly improved.
