Research On Information Disclosure Management Of County-level Government Websites In China

According to the relevant explanation of Marxism,if a country’s political system is classified as socialism,then its government must be a people-oriented government,that is,what we often say to serve the people as the fundamental purpose.government.Such a government is also a "public servant" type government.Serving the people is a basic practice defined by the government of a socialist political system in accordance with Marxism.In 2004,the Central Party Organization of the Communist Party of China proposed to create a government that serves the people of the people in accordance with the requirements of Marxism.Since then,various parts of our country have responded to the propaganda of the Party Central Organization and have worked together to create a government that serves the people.Governments that want to set up the authorities to serve the public in general should provide a variety of carriers.In the period of informationization and network theory,public service construction depends in some sense on the establishment of government networks.The government website plays a crucial role.As a channel,disseminate information about the government,solicit opinions from the people,and establish links between politicians.The institution is the public institution closest to the people and directly serving people,and the website is set to perform more critically for public effectiveness.Based on the above analysis,this paper thoroughly studies the status of regional government websites through a public-oriented public administration,finds out the problems,analyzes the root causes of the problems,and so on.In addition,in-depth study of the measures to establish theseinstitutions.This paper takes N County of Jilin Province as an example.Firstly,it introduces the relevant concepts and theoretical basis of information disclosure of county government portal website.By defining the concepts of government portal website and information disclosure of government portal website,and combing related theories,namely service-oriented government theory,new public service theory and intensive theory,this paper lays a solid theoretical foundation for the study.Secondly,the paper describes the current situation of the construction of N County Government Portal Website,and analyzes the existing problems of the current N County Government Portal Website,and finds out the reasons for the problems in the construction of N County Government Portal Website.The main reasons lie in the inadequate concept of government information disclosure,theestablishment of grass-roots information disclosure institutions,the imperfect assessment system,the lack of basis for defining the scope of government information disclosure,the inadequate publicity of websites and the weak popularity.Thirdly,the paper summarizes the successful experience and draws lessons from the experience of other county-level government website information disclosure management and the basic situation of the first national government website census.Finally,according to the existing problems and reasons of the information publicity of the county government portal website,this paper puts forward that the improvement of the information publicity management of the county government portal website should start from four aspects: changing the concept,doing a good job in information publicity,defining the working organization,establishing the assessment system,defining the scope of information publicity,doing a good job in confidentiality,vigorously publicizing,and speeding up the intensive construction of the website.。 In order to improve the level of information disclosure management of county-level government portals,I hope to provide reference value for information disclosure management of county-level government portals in China.
