Research On The Mode Of “Community Policing Merge Grid”

Our nation is undergoing an important development period,many different kinds of social contradictions highlights greatly and traditional grass roots governance has been challenged.Under the background of advancing the modernization of the national governance system and capacity,Tonglu innovatively launched the "district network integration" grass-roots governance model.It integrates the resources of the police and government to realize grid member,one person multi-purpose.Also to make it a grass-roots social governance unit,a management service platform,a policy dissemination and publicity window,and a feeler for information collection and reception extended downward from police stations.Finally,form a good situation of joint governance between the public security,the government and masses.The mode of “community policing merge grid” is the application to build a structure of national governance by the people and for the people and to get local experience of grassroots governance.It is also the effective path of “Fengqiao experience” in new times.This thesis will be on the background of the theory of social governance and cooperative governance.And the object of study is the mode “Community policing merge grid” in Tonglu.This thesis will elaborate the core connotation and the operation mechanism by data and case.And it will prove that the mode is helpful in many fields,such as searching the information,cracking down on crimes,mediating the conflict,cementing the foundation and implementing convenience measures.This mode breaks the previous situation of police and grid member work alone and separately,and realizes complementary advantages,while reducing the burden and increasing the efficiency of grassroots on police work.Of course,this mode has a lot of deficiencies because of the lacking of synergistic theory,conflict of interests and the inadequate protection.The deficiencies of the mode includes quite a lot of aspect,such as the lower cooperation between diverse subjects,team construction,the low level of the information sharing,and the completeness of the fusion mechanism.Aiming at the reasons and problems,this thesis will offer a proposal of completing and popularize the mode of“Community policing merge grid” in order to strengthen guidance in party building,the team building,the technical support and institutional building.
