Research On Community Policing Grid Management In Tianning District Of Changzhou

As an important innovative means of social governance,community policing grid management is an important part of grass-roots public security work,which can be said to be the foundation of public security work.General Secretary Xi pointed out,"the focus of public security work should always be on the front line at the grass-roots level.We should adhere to doing a good job at the grass-roots level and lay a solid foundation without relaxing." In recent years,in order to further improve the governance mechanism of "big data + grid + iron foot board",accelerate the construction of a new pattern of grass-roots social governance,strive to become a "national pilot qualified city of municipal social governance modernization",Changzhou has actively practiced the concept of "grid + warning grid" linkage and integration development,and deeply implemented the "safe outpost" project according to the requirements of the provincial Party committee and the provincial government on innovating social governance and deepening safe construction,Focus on the main business of Ping’an stability,focus on the integration and linkage of functions,gather grid service forces,innovate mechanism models,and strive to achieve the goals of a stronger foundation for Ping’an stability,a higher level of service management,and greater satisfaction of the people.How to give better play to the advantages of community policing and grid management in Tianning district has become the focus of urgent research.Based on the current practice of community policing grid management in Tianning District,Changzhou City,from the perspective of public management,this paper takes the seamless government theory,system theory and refined management theory as the theoretical basis,comprehensively draws on the relevant research results at home and abroad,and adopts the research methods of literature analysis,case study,comparative research,questionnaire survey,etc,It is found that there are still some problems in the community policing grid management practice in Tianning District,Changzhou City,such as hidden security risks,low quality of grid management team,low enthusiasm of people’s participation,unscientific community grid division and so on.On this basis,the paper puts forward countermeasures and suggestions to further improve the grid management level of community policing in Tianning district from five aspects: first,adhere to the guidance of Party building,build a solid ideological foundation of grass-roots party building,and build a vanguard team of Party members;Second,improve the system construction,and optimize the command linkage,matter supervision,dereliction of duty and withdrawal mechanism;Third,standardize grid elements,clarify management responsibilities,optimize grid settings,and reduce the burden on the grass-roots level;Fourth,strengthen team building,adhere to multi governance,standardize personnel selection and employment,strengthen education and training,and broaden incentive channels;Fifth,strengthen safeguard measures,strengthen financial support,publicity and guidance,and technological upgrading.Finally,combined with the actual situation,this paper gives some thoughts on the development of community policing grid management brought by the reform of police network integration system.The practice of community policing grid management has not been long,but there have been a lot of research results in recent years.Through the case study of the practice in Tianning District,Changzhou,this paper hopes to provide relevant researchers with materials.Tianning district is the old central city of Changzhou,and has always been the leading demonstration area of social management.If Tianning district takes innovative measures in the grid management of community policing,it can not only maintain an advanced posture,It can also play an active exploration and exemplary role in the innovative development of the city’s grass-roots governance.
