| With the development of China’s continuous economics and social,the people’s demand for legal services supported by is growing increasingly intense.As an important part of accelerating the construction of public legal service system,village(residential)legal advisory service hopes to provide basic public legal services to everyone through government purchase.At present,the village(residential)legal counsel service has been fully promoted in Huaxi District,which has achieved obvious results in improving the people’s awareness of usage,dealing with conflicts and disputes,maintaining the stability of grassroots and promoting the construction of grassroots rule of law,and further improving the quality and level of public legal services in Huaxi District.However,while confirming the achievements,we also found that there are still many problems in the operation of Huaxi village(residential)legal counsel service,which need to be further analyzed and studied.This paper uses the method of case study,taking the operation status of village(neighborhood)legal adviser service in Huaxi District as the research object,through literature analysis,questionnaire survey,structured interview and other methods,to further understand the social influence of Huaxi district village(residential)legal counsel service,the satisfaction of the service object and the problems encountered,using statistical analysis method,extract the universal,improvement value of the problem.It is found that the main problems in the operation mechanism of village(neighborhood)legal counsel service in Huaxi district are as follows: narrow selection range and single selection form;The utilization rate of village(residential)legal counsel service is not high;The execution degree of lawyer’s work is not strong,the enthusiasm is not high;The degree of mass participation in supervision is weak,the effect is not obvious;The assessment process is formalized and the result is single.The main reasons for these problems are the lagging development of the main body of service undertaking,the difference of service supply and demand matching,the limited play of policy incentive,the narrow and poor channels of mass participation,and the weakening of the function of assessment incentive and constraint.Based on the perspective of government purchase of services,the author from strengthening cultivation and support,enhance the capacity and level of service undertaking;Strengthen coordination and docking,improve the precision of service supply and demand matching;Strengthen guidance and support to enhance the endogenous power of lawyers’ service at the grass-roots level;We will step up joint construction and governance,and increase the enthusiasm and convenience of the people to participate in oversight.It puts forward specific measures to optimize and perfect the operation mechanism of village(neighborhood)legal counsel service in Huaxi District from five aspects,such as strengthening system construction and improving the effectiveness of assessment and evaluation,so as to provide reference for further improving the operation of village(neighborhood)legal counsel service in Huaxi District. |
