Research On The Problems And Countermeasures Of The Government’s Purchase Of Village Legal Counsel Services In Xindu District,Chengdu

Following the rapid growth of economy and society,the principal contradiction in Chinese society has changed in the new era.In the face of numerous and complex conflicts and disputes at the grass-roots level,the people are constantly enhancing their legal awareness,and it is urgent to provide diversified legal services to meet the growing demand for various legal services.In 2014,the construction of the public legal service system was officially promoted in China.As an important part of the system and a specific practical measure,the village legal adviser system played an unparalleled important role in maintaining social stability at the grass-roots level and promoting the construction of the rule of law at the grass-roots level by giving full play to its professional advantages through legal advisers and vigorously resolving conflicts and disputes.At present,under the background of the comprehensive rule of law and the rural revitalization strategy,the village legal advisor system has positive significance to the construction of a village ruled by law and the improvement of the grassroots social governance.Based on the "second half" article of Xindu District,Chengdu,which implements the two reforms of Sichuan’s township administrative divisions and village-level organizational restructuring,this thesis specifically studies the pilot work of the reform of township government’s purchase of village legal advisory services undertaken by Xindu District,combining the theories of public goods,new public services,and cooperative governance through literature research,questionnaire survey,in-depth interviews,case analysis,and other methods,Referring to the research results of public legal services purchased by domestic and foreign governments,this thesis makes an in-depth analysis of the purchase of village legal advisory services by township governments in Xindu District.Since August 2021,the pilot work of purchasing services in Xindu District has achieved remarkable results,with the quality and efficiency of public legal services being improved and the construction of a public legal service system being deepened.However,compared with other economically developed regions with relatively complete experience in purchasing public legal services in China,Xindu District still has shortcomings in the pilot project of government purchasing village legal advisory services,such as non-standard purchasing process and narrow selection scope;The source of funds is not fixed and the distribution method is not scientific;The entry and exit threshold is not clear,and the supervision and assessment are mere formality;The publicity atmosphere is not strong and the publicity effect is not ideal.Through an empirical study on the purchase of village legal advisory services by township governments in Xindu District,Chengdu,it is analyzed that the reasons for these problems are mainly due to imperfect top-level design at the national level,insufficient financial support from the local government,imperfect management mechanism at the administrative department level,and insufficient attention at the grass-roots level.In response to these issues,this thesis starts from four dimensions,including perfecting top-level design,increasing financial support,establishing and improving management mechanism,and strengthening publicity and guidance.Legislative work on services,establishing a diversified supply mechanism,including village legal advisory services into the list of public services purchased by the government,incorporating the purchase of legal services into fiscal budgets,and improving the access,exit,supervision and evaluation,and performance evaluation mechanisms for government purchases of public legal services As well as eight specific countermeasures and suggestions to guide the grassroots to strengthen relevant public opinion publicity work and improve their awarenessability to participate,in order to improve the effectiveness of village legal counsel services for grassroots government purchases and for township governments to purchase village legal counsel services and create a new era in the future.Provide reference for improving the social governance system of co-construction,co-governance and sharing,and improving the effectiveness of social governance.
