A Case Study On Strengthening Grass-roots Supervision By Carrying Out "Liancun Qingfeng Xing" In Neijiang City,Sichuan Province

Grass-roots governance is the cornerstone of national governance,which determines the degree and depth of national governance effectiveness.At present,the role of grass-roots governance is becoming more and more important,which plays a key role in stimulating the vitality of grass-roots democratic participation and optimizing the deliberative mechanism at the grass-roots level.The improvement of grass-roots governance ability and efficiency are inseparable from the practical supervision of grass-roots work,and extending supervision to the grass-roots level has become the key content of the work of grass-roots party and government departments at all levels in recent years.In 2020,the Supervisory Commission of the Central Commission for discipline Inspection put forward three important aspects of grass-roots supervision work: the first is to "build a supervision network to promote the role of grass-roots party organizations to further highlight";the second is to "standardize small and micro powers and promote the comprehensive extension of strict governance of the party to the grass-roots level";the third is to "severely punish grass-roots corruption and promote the in-depth development of discipline and anti-corruption".In this work,Neijiang City,Sichuan Province pioneered the campaign of "Liancun Qingfeng Xing",which effectively constructed a scientific mechanism for grass-roots supervision and achieved considerable results.Based on the theoretical and factual aspects,this study makes a case study on the grass-roots supervision practice of "Liancun Qingfeng Xing" in Neijiang City,which is divided into six parts.The first part is the introduction chapter.This paper puts forward the research background and questions,describes the research contents and methods,,and forms the research review on the basis of combing the research contents at home and abroad.The second part is the theoretical chapter.Define and explain the key concepts and theoretical basis,explains the theoretical framework.The third part is the case description chapter.Firstly,it introduces the background of grass-roots supervision from the national level,the provincial level and the neijiang city level,and explains the typicality of the activities of "Linking villages and Refreshing Breeze" in Neijiang City.Secondly,it specifically introduces the establishment and development of "Liancun Qingfeng Travel" activity in Neijiang city,and then describes the development history,relevant regulations and basic practices of this activity,and finally summarizes the effectiveness of the activity.First of all,it analyzes the management mechanism of united village cadres set up in neijiang City "United Village Cool breeze",and analyzes the way to carry out the work of united village,and then analyzes the cross-level supervision mechanism.The fifth part is the case enlightenment chapter.The important experience in the formation of this innovation case is summarized and some suggestions for further strengthening grass-roots supervision are put forward.Finally,the research conclusion and prospect are put forward in the sixth part.
