Research On Qionglai "Home Of Mass Work" Promoting Grassroots Petition Innovation

Since 1951,the Government Council issued the decision on handling people’s letters and receiving people,marking the establishment of the petition system.Over the past 70 years,as a right relief system,the petition system has played an extremely important role in maintaining political power,adopting public opinion and appeasing the masses,and effectively promoted the harmonious socialism construction.However,in the environment of reform entering the deep water area and social development entering the new normal,social contractions and disputes have become more diversified,the number of letters and visits has increased significantly,and the complexity of letters and visits has increased day by day,resulting in unprecedented difficulties and challenges for the petition system.Village(community)is not only the basis of petition work,but also the focus of solving petition problems.The effect of petition work will be directly related to the stability and order of the whole society.Therefore,in the process of advancing petition work,the grass-roots petition governance represented by village(community)must be placed at the core.Taking the construction and operation of the "home of mass work" in Qionglai,Chengdu as the starting point,this paper intuitively shows the efforts and attempts made by the grass-roots work to explore more efficient solutions to the problems of letters and visits,which has a certain reference value.Firstly,by collecting and sorting out the research results of grass-roots petition governance at home and abroad and the basic theories of handling petition problems,using interview and research methods,this paper expounds the process and specific practice of Qionglai "home of mass work" in exploring grass-roots petition governance based on the construction and operation of Qionglai "home of mass work" in more than four years from 2018 to now.This paper also analyzes the experience and practice of "home of mass work" from the operation effect and mass evaluation,and expounds the characteristic highlights in the construction and operation of "home of mass work" from the three dimensions of mechanism innovation,model innovation and management innovation.It also comes to the enlightenment from five aspects: the urgent need to change the traditional petition mode in the process of grass-roots petition governance,establish the smooth communication channel between cadres and the masses,build a unified petition information platform,improve the democratic consultation mechanism of grass-roots petition issues,and guide social forces to participate in grass-roots petition governance.As an exploration of grass-roots petition governance reform,Qionglai "home of mass work" has acquire the effectiveness.However,China’s grass-roots petition governance is highly dependent on the political system,and many problems in grass-roots petition governance,which are also problems existing in the petition system.The reform and optimization of the grass-roots petition system,under the existing system,only relying on the exploration of the petition system by government organs at and below the county level may achieve certain phased results.But it can not fundamentally solve the difficulties and problems encountered in the current grass-roots petition work.It is necessary to stand at a higher level and make full use of the exploration results of various places.The grass-roots petition governance should be unified with the modernization of national governance,the governance and reform of grass-roots petition should be promoted from top to bottom.Hopefully,the construction of petition system can be helpful for the achievement of the purpose of serving the people.
