Research On The Government Behavior Of Dehua County To Promote The Development Of The Great City Pass

Over the past 40 years of reform and opening up,China’s economy has undergone several changes and development.At present,China’s total population out of poverty has reached nearly 800 million.Among them,the contribution of urbanization is outstanding.Urbanization has created a favorable environment for rapid economic development with sufficient labor force,low-cost land and good infrastructure.Under this historical background,mountain counties have also developed their own urbanization development path.In such a path,the logic of local government behavi or,the generation mechanism of behavior deviation,and how mountain counties should respond to this have become the thinking direction of this study.In this regard,on the basis of combing a large number of literature,the paper analyzes the development of dachengguan,new urbanization and government behavior,expounds the government behavior theory and spatial governance theory which have guiding significance for this study,and then expounds the logic of local government behavior from four aspects of administrative motivation,governance ability,interest incentive and institutional constraints.Based on behavioral logic,this paper reviews the current situation and effectiveness of Dehua County’s reform and development in recent years,and concludes that there are four development challenges in the process of local government’s Urbanization : insufficient policy guidance,development logic to be optimized,insufficient system efficiency activation,and urban temperament to be activated.In this regard,this paper argues that the reasons lie in the limitations of growth under the lack of space resources,the dynamic logic differentiation under the single space pattern,the floating governance under the fragmentation of space,and the lack of Publicity under the homogenizat ion of space.Based on the comparison and reference of the local urbanization mode of "small cities" in Zhejiang and the nearby urbanization mode of Bazhong mountain area in Sichuan,this paper puts forward the construction of optimizing the development pat h of dachengguan : Deepening the development concept of dachengguan;improving the development resilience--perfecting the system and mechanism of rational allocation of urban and rural elements;shaping the dynamic resilience--strengthening the development of urban and rural areas-leading the rationalization of space production logic;constructing collaborative resilience transforming social governance coordination mechanism;cultivating spiritual resilience constructing public space enlightenment.
