Research On The Mechanism Of The CPPCC's Participation In Grassroots Democratic Consultations

Democracy is an ancient and intricate topic,while consultation has played an important role in the process of democracy.It can be perceived that consultation matters whether in the issues of the source of power or its exercise,and is the most primitive and fundamental element of democracy.As a people’s sovereignty state,China should assume the responsibility to protect and realize the political rights of its citizens,which also leads to the country’s legitimacy.With the continuous development of Reform and Opening up and the market economy,the social pattern formed by the blood and geography as a link has been gradually broken down,and it is replaced by an increasingly diverse,complex and heterogeneous social pattern.In the context of a society like this,interest relationship in terms of politics,economy,society,culture and so on intertwined and is increasingly complex and diverse,with citizens’ concept of rights gradually awakening.People act as rational-economic men or women in the process of their social contact with others,a result of the rise of individual behavior logic,which has changed the contact in the past that based on ties of relationship.And the rational value brought in by the market economy is now perceived as a dominant role to pursue their best interests,which poses some obstacles to collective actions.Moreover,limited social resources cannot guarantee that everyone has the same resources,so each individual occupies different resources and their interests and demands cannot be met at the same time,and thus conflicts of interest and contradictions arise.The function of consultation,in the face of these conditions,is increasingly prominent.Through consultation,people can achieve the maximization of social consensus,reduce or avoid the failure of public decision-making,so public decision-making is able to have more legitimacy basis.Since the 18th National Congress of the Communist Party of China(CPC),the CPC Central Committee has given high attention to the deliberative democracy and put the deliberative democracy into the party and the country’s policy agenda.It is proposed to promote the extensive,multi-level and institutionalized development of consultative democracy.Grass-roots level is the cradle of public opinion and the aspirations of the people.Various interests demand,contradictions and conflicts are gathered at the grassroots level,thus grassroots conflicts is directly related to the settlement of the whole society.And the democratic spirit of the citizens,the cultivation and training of democratic qualities are carried out at this level,as well as the production,development and examination of the actual operation of democratic practice.Grassroots consulation is an important part of grassroots deliberative democracy.It can be said that in the extensive and multi-level development of deliberative democracy,grassroots consultation plays an important role.Its growth and development in grassroots society will support the operation of the whole system of deliberative democracy.However,many problems occur in the process of grassroots consultation,including formalized consultations,controlled type consultation and induced type consultation.If these problems cannot be effectively resolved,then it may pose threats to the dissimilation of grass-roots democratic consultation.A significant feature of grassroots deliberative democracy is its ability to embed democracy as a governance resource in the governance of grassroots society.As an important part of the national governance system,the CPPCC is a widely representative political organization in our political system and an important carrier to promote the modernization of grassroots social governance.Besides,the organizational,structural,functional and personnel superiorities of the CPPCC itself all determine that it has the necessary conditions to play its due role in the grassroots democratic consultation.The expression and the acquisition of public opinions is the starting point of democratic consultation.CPPCC members,through their own dominant role,take the initiative to enter the grassroots masses to guide the grassroots people’s orderly political participation,and on the other hand can also provide platforms and carriers for the reverse participation of the masses,thus effectively shortening the expression of interests and public opinions and the time-space distance of the integration of the interests,providing an effective way for the development of grassroots consultation and democracy.The participation of the CPPCC at the grass-roots level can lead to the orderly release of the people’s participation and democratic impulses into the existing political framework,resulting in more political support and trust through consultation.And at the grassroots level,some problems cannot be effectively resolved merely by depending on the grassroots organizations.However,with the participation of CPPCC in grass-roots consultation and democracy,these issues can be effectively settled and the coordination of CPPCC consultations and grass-roots consultation could be reached.Besides,elite democracy and popular democracy may promote each other,so as to promote grassroots democracy and political development.In addition,the CPPCC’s participation in grassroots democratic consultation also puts forward higher requirements to itself,which is conducive to inspiring the continuous improvement of the cause of the CPPCC.At present,the research on delibertive democracy at the grassroots level is still focus more on the study of democratic practice ways and the value of practice,rather than studies involving the definition of the concept of the grassroots democratic consultation,its implementation scope,competent organizations,ways of implementation and the construction of its operating mechanisms.Besides,systematic studies that add grass-roots democratic consultation into the socialist system of democracy as a whole are still far from enough and relatively isolated.It is not only unrealistic and impossible to meet the needs of all people in a pluralistic society with different and complex interests.And the reason why we want to use the development of deliberative democracy to regulate people’s conflicts of interest,is mainly to enable people to communicate through dialogue to increase understanding and trust and thus reach consensus and increase the legitimacy and validity of decision-making.And all these require a reasonable program and an operating mechanism with comprehensive links.Therefore,this paper combines literature research,comparative research,normative research and empirical research to explore the integrating degree of the CPPCC and grass-roots democratic consultation,and draws a conclusion that it is necessary for the CPPCC to take part in grassroots democratic consultation.Additionally,it has a thorough thinking on the problems of the current grassroots democratic consultation in the process of its operations and analyzes from the theoretical and practical levels,trying to build the mechanisms of grassroots democratic consultation led by the CPPCC to make it more effective.And thus we can promote the in-depth research of the development of grassroots deliberative democracy and have a deeper understanding of the grass-roots deliberative democracy.
