Study On The Purchase Of Community Home Care Services By The P District Government Of Kunming City Under The Vision Of "Three Cooperative Linkage"

The age structure of the population has changed to vary degrees in the world.In the case of less developed economy,China has entered an aging society.With the China’s modern medical level and the improvement of people’s quality of life,life expectancy has been prolonged,which has aggravated the aging of China’s population.The negative impact of the family planning policy has resulted in the formation of4:2:1 structure.The lager pressure on family pension,the more problems in institutional pension.How to effectively solve the problem of old-age care is urgent.With the development and progress of the community,the community has natural favorable conditions in solving the problem of old-age care.and the community pension has gradually become an important development direction of China’s old-age care.In addition,with the development of welfare pluralism theory and practice,some non-government forces,such as social organizations and groups,have shown evident advantages in the aged care service.The government’s purchase of community care services is appropriate.This paper takes the community pension service of Kunming P District Government as a case,introduces its background,the development of community home care service purchased by the P zone government in Kunming,the development of social organizations and social workers in the project,and analyzes the problems in the government’s purchase of service content,the supply and demand matching of the purchased service items,the supervision of service purchase and provision,and the participation of the elderly.Based on the theory of welfare pluralism and networked governance,this paper uses questionnaires and field research methods to analyze the reasons from the perspective of community,social organization,and social worker“three cooperative linkages”,and then combines the experience of community home care service development with “three cooperative linkages” in some regions,summarizes the recommendations for the whole process of purchasing communityhome care services for the P district government in Kunming.These are that the government attaches importance to the role of the government before purchasing the service,focuses on the energy enhancement of the “three cooperation” elements,and docks during the purchase of services.The demand side effectively utilizes the “three cooperative linkages” collaborative co-construction function.After purchasing the service,government pays attention to the evaluation,feedback and vertical dynamic follow-up measures of service delivery.Take fully advantages of the “three cooperations” main body and the“linkage action” in the three purchase stages,and provide a practical solution for the P district government to purchase community pension services.
