| In 2020,the population aged 60 and above in Heilongjiang Province was 73956900,accounting for 23.22%of the total population.Compared with the sixth national census in 2010,the proportion of the population aged 60 and above increased by 10.19 percentage points.Under the background of the silver age,the existing family pension can no longer meet the needs of the elderly.Therefore,the development of private pension institutions is an important measure to alleviate the problem of population aging,reduce the pressure of family pension and improve the happiness of the elderly population.As a private funded institution providing elderly care services,private elderly care institutions can quickly respond to market changes and meet diversified market needs.From 2016 to 2020,the number of private elderly care institution in Harbin is gradually increasing,and the service coverage is expanding,which can meet the needs of some elderly people in their later years.However,with the increasing number of private elderly care institution in Harbin,the elderly care needs of some elderly people have not been met.Because extensive management cannot provide high-quality services,we should further improve quality and quantity to provide better elderly care services for the elderly,and optimizing the management of private elderly care institutions is an important way to improve the overall service quality.Starting with Ross’s welfare pluralism theory,Maslow’s hierarchy of needs theory,new public service theory and rational choice theory,this paper uses the methods of literature review,questionnaire,qualitative analysis and comparative analysis to collect the satisfaction of the elderly living in Harbin private elderly care institution with the management of Harbin private elderly care institution,and further analyze the collected management system status,subsidies Data on personnel and facilities,clarify the management status of Harbin citizens’private elderly care institution,and summarize and analyze the problems existing in the management of Harbin citizens’ private elderly care institution:the management framework of elderly care institutions is imperfect,the management content of elderly care institutions is lack of accuracy,the professional team of elderly care institutions is weak,and the capital flow efficiency of elderly care institutions is low.Through the analysis,it is considered that the management system and mechanism are not perfect The imbalance between the demand and supply of service content,the low attention paid to the development of nursing staff and the lack of fund source channels of elderly care institutions are the main causes of the management problems of private elderly care institution in Harbin.Comprehensively explore the advanced experience of the United States,Britain and Japan,as well as Beijing,Shanghai and Lanzhou in China,and summarize the development experience that can be used for reference.The first is the fine management of the content of elderly care services,the second is to improve the scientific and technological level of the management of elderly care institutions,the third is to improve the laws and regulations of elderly care institutions,and the fourth is to improve the skill level of elderly care service personnel.On this basis,it puts forward suggestions on how to build private pension institutions and improve the management of private pension funds.It is expected to provide reference for solving the management problems of private elderly care institution in Harbin,further improve the management level of private elderly care institution in Harbin,and provide support for the elderly in Harbin to obtain better elderly care services. |
