Research On The Equalization Of Basic Public Services In The Integration Of Urban And Rural Development In Heilongjiang Province

Promoting the integrated development of urban and rural areas and improving the supply level of basic public services are the essential requirements of the "people-oriented" new urbanization development,and are also necessary conditions to meet the people’s needs for a better life in the new era.The arrival of the new era has higher and higher requirements for the quality of development,and people have gradually paid more attention to the urban-rural differences existing in the development process.To achieve high-quality economic development,implement the rural revitalization strategy and narrow the gap between urban and rural development,promoting the equalization of basic public services for urban-rural integrated development is an indispensable part.As a major grain province in China,Heilongjiang Province has inherent advantages in agricultural and rural development.It should take advantage of the inherent advantages to narrow the gap between urban and rural basic public services and improve the welfare level of urban and rural residents.However,in the process of development,there is still a gap between urban and rural development,and the level of basic public services in rural areas is lower than that in cities.Taking the basic public services in the process of urban-rural integration development as the research object,this paper discusses the countermeasures to promote the equalization of basic public services in urban and rural areas.It provides a reference for the Heilongjiang provincial government to promote the equalization of basic public services in urban and rural areas,which can not only improve the living and welfare level of urban and rural residents,but also reduce the overall development gap between urban and rural areas and promote the integrated development of urban-rural relations.Promoting the equalization of basic public services refers to the equal provision of basic public services in urban and rural areas,and is also the basic link of urban-rural integrated development.Starting from the equalization level of basic public services from the perspective of urban-rural integration development,on the basis of expounding the related concepts and relationship mechanisms of urban-rural integration and equalization of basic public services,using the theory of public goods,fairness and justice,and urban-rural integration theories,the research method combining qualitative and quantitative analysis is used to study the equalization level of urban and rural basic public services in Heilongjiang Province and the current situation of financial support for the equalization of urban and rural basic public services.It also analyzes the problems existing in the equalization of basic public services in the integrated development of urban and rural areas in Heilongjiang Province and further analyzed the causes of the problems.It is revealed that the lack of local government’s financial resources after the tax-sharing system limits the scale of financial expenditure on basic public services;the non-agricultural bias of government policies has led to the fact that basic public services in rural areas lag behind urban areas;the lack of public service capacity of the grass-roots government leads to a lag in the supply of its public services;the unreasonable supply mode of basic public services leads to a mismatch between supply and demand.An evaluation system for the equalization level of urban and rural basic public services in Heilongjiang Province was constructed,and the entropy method and AHP analytic hierarchy process were combined to reasonably quantify the basic public service level of urban and rural areas in Heilongjiang Province.And the grey relational analysis method is used to verify the factors affecting the equalization of basic public services in Heilongjiang Province.It is concluded that factors such as the scale of fiscal expenditure,the urban-rural bias of policies,and the strength of support for agriculture do affect the equalization level of urban and rural basic public services in Heilongjiang Province.On this basis,drawing on the advanced experience at home and abroad,put forward countermeasures and suggestions such as expanding the scale of financial expenditures for basic public services,attaching great importance to and developing the level of public services in rural areas,optimizing the public service capabilities of grass-roots governments,and improving the supply model of basic public services.It is hoped to provide a reference for promoting the equalization of basic public services in the integrated development of urban and rural areas in Heilongjiang Province.
