The contradiction between the people’s growing need for a better life and unbalanced and insufficient development is the main contradiction in our society.Narrowing the gap between urban-rural basic public services and achieving equalization is to achieve full and balanced development.However,the long-term urban-rural imbalance,even with a series of policies to achieve urban-rural integration,there is still a large gap between rural and urban in terms of basic public service supply.Among the many influencing factors,fiscal decentralization is widely used in the study of basic public service supply and inter-regional basic public service equalization.However,there are some controversies in the research results.Some studies have found that Chinese-style fiscal decentralization has worsened the supply of basic public services and widened the gap between regional basic public services.However,some studies have proved that fiscal decentralization has a positive effect on the supply of basic public services and promoted the supply of basic public goods in rural areas.Therefore,the research on the impact of fiscal decentralization on the equalization of urban-rural basic public services in this article has certain practical significance.First,systematically sort out relevant documents at home and abroad,define important concepts such as urban-rural basic public service equalization and fiscal decentralization,expound the basic theoretical basis and analyze the influence mechanism of fiscal decentralization.In order to reveal the current situation,taking the founding of New China as a starting point,the evolution of urban-rural basic public service equalization is divided into three stages Second,construct a comprehensive evaluation index system,use the comprehensive evaluation method and the principle of information entropy to measure the level and evolution trend from 2010 to 2018,and use the Gini coefficient to analyze the overall and regional differences.By constructing a spatial dynamic autoregressive panel model,we test the specific impact of fiscal decentralization on the equalization of urban-rural basic public services.Finally,based on the research conclusions,policy recommendations to promote the equalization of urban-rural basic public services are put forward.The main research conclusions of this paper are as follows:(1)The level of equalization of urban-rural basic public services has risen from2010 to 2018.However,whether it is a comprehensive or a single basic public service,there is obvious regional heterogeneity in the level of equalization.The eastern region is significantly higher than other regions,while the western region has not yet reached the national average.(2)The overall difference in the level of equalization of basic public services between urban and rural areas is showing a decreasing trend.The difference between regions has the highest contribution rate,thus becoming the main source of the difference in the level of equalization;Significant increase in the contribution rate of ultra-variable density,indicating that the interaction between regions and within regions is obvious,the regional overlap effect is enhanced.(3)Fiscal decentralization has a significant positive effect on the equalization in general,that is,fiscal decentralization is conducive to improving the level of equalization of urban-rural basic public services in general,becoming an important driving force to improve the imbalance of urban-rural basic public services.(4)The face of different types of basic public services,the effects of fiscal decentralization are different.After dividing basic public services into two different categories,"profit" and "non-profit",the verification found that the effect of fiscal decentralization on the equalization of urban-rural basic public services is mainly reflected in the "profit" basic services.The innovation: First,few scholars are concerned about the impact of fiscal decentralization on the equalization of basic public services in urban and rural areas.Based on existing research results,we systematically discuss whether fiscal decentralization has reduced or improved the level of equalization of urban-rural basic public services.The second is to divide basic public services into two types,"profit" and "non-profit",to verify whether the direction of fiscal decentralization is heterogeneous due to the types of basic public services. |
