Problems Of Government Network Public Opinion Governance In China ——Take The Substandard Vaccine Event Of Changchun Changsheng For Example

With the continuous development of Network technology,the coverage of the Network has become wider and wider,and the scale of Network users in China has also expanded year by year.The Network has become an important medium for most people to express their emotions and spread information.The popularity of mobile Network access has greatly accelerated the speed and breadth of information dissemination.In the era of mobile Network,everyone has their own "microphone",and everyone is participant,communicator,and commenter of events.In such a general environment,when certain hot events occur in society,it is easy to spread quickly through the reports of major online media,arousing heated discussions among the maj ority of netizens,and thus triggering online public opinion incidents.On the one hand,online public opinion can reflect the public’s thoughts and demands,and is an important reference for the government’s governance;On the other hand,true information is easily amplified and distorted after countless reposts and disseminations,ant it was also accompanied by rumors fabricated by some lawbreakers.Once mixed true and false information is credulously trusted by the public,it is easy to cause online violence and mass incidents,disrupt social order and destroy the social environment.If the government cannot correctly respond to and manage online public opinion,the incident will develop in a negative direction,damaging the government’s credibility and authority.How to manage public opinion on the Network and avoid the negative impact of the expansion of public opinion is an important issue that the Chinese government needs to explore.In recent years,the Chinese government has continuously strengthened the governance of online public opinion,adopted advanced technical means to monitor public opinion,improved relevant departments and institutions,and carried out a number of special activities to purify the network environment,and achieved certain results.At the same time,the government still exposed certain problems in the governance process of some online public opinion incidents.The interactivity,concealment,irrationality,timeliness,and non-authority of online public opinion have also made it increasingly difficult for the government to manage online public opinion.Therefore,taking the network public opinion event of Changsheng biological vaccine as an example,based on public management theories such as crisis management theory and life cycle theory,this paper studies the governance of government network public opinion in China by using the methods of questionnaire,interview and case analysis.After research,the author believes that during the Changsheng biological vaccine network public opinion event,the government mainly had the problems of slow response,simple and rough way to deal with public opinion,and lack of guidance and control over we media.The reasons are as follows:first,the government network public opinion monitoring and early warning system needs to be strengthened;second,the network public opinion response ability is insufficient;third,the synergy of other subjects is not brought into full play;fourth,the media industry norms and standards are lack of unity.According to the reasons,the author puts forward the following countermeasures for the governance of government network public opinion:first,enhance the early warning and analysis ability of network public opinion,second,strengthen the governance ability of network public opinion,and third,improve the network public opinion environment.
