| The college student village officer plan is a flow path that transports college knowledge youth to the vast grassroots through the cooperation of the top national design,the careful implementation of local governments,and the voluntary service of college graduates.The implementation of this policy for decades has alleviated the employment difficulties of college students to a certain extent,and has also sent a group of key talents for the construction of rural grassroots organizations.However,if we examine the policies and implementation of university student village officials across the country,we can see that although the specific environment and the characteristics of university student village officials are different,the common problem is that university student village officials are only temporary establishments serving the grass-roots level.After the 2-3 years employment contract ends,they must face secondary employment issues.The focus of this research is what is the current situation of secondary employment of college student village officials,what are the current difficulties in secondary employment,and how to resolve them.In this study,Jurong,Jiangsu was chosen as the survey site.Jiangsu Jurong was the first to explore and implement a college student village officer plan.It can be said that it has an early start,comprehensive development,and mature policies,and it is of significance to the research of college student village officers today.In this study,a structured questionnaire was used to conduct a sample survey of university student village officials in Jurong City,Jiangsu Province.Descriptive statistical analysis and interactive analysis were performed on their individual characteristics、family characteristics、professional willingness and job requirements characteristics,and a comprehensive understanding of secondary school student village officials in Jurong City The status of employment and the factors affecting the different choices of college student village officials in the second employment.On this basis,this study also used interview methods to analyze the types of secondary employment for village college officials and 5 village college graduates with different employment directions.Synthesizing the results of the two parts of the study,this study clarifies the predicament faced by college student village officials in secondary employment and its causes.Through a questionnaire survey,this research finds that village officials in Jurong show the reality that there are more secondary employment within the system and less secondary employment outside the system.Among them,the different ideal occupations,initial intentions,gender,marital status,and specific exit policies of college student village officials have influenced their different choices of secondary employment.Second,through in-depth case interviews,this study compared "in-system" and "out-of-system" two types of employment and found that Jurong university student village officials are biased towards "insystem" secondary employment,and concentrated in the employment of administrative units or institutions within the "system".Based on comprehensive quantitative and qualitative data,this study points out that the main dilemma of secondary employment for college student village officials in Jurong is the single congestion of secondary employment channels and the indifference to rural development.The reasons are mainly caused by imbalanced policy design,mismatched professional motivations,inadequate regional economic development,incompetent ability of village officials themselves,and unfair social opinion values.Based on the empirical results,this study believes that the secondary employment of college student village officials should be actively paid attention to,and specific suggestions are made,including advance career planning;Improve the circulation mechanism,balanced and innovative outlet policies;Classify and implement training accurately to improve your ability;Strengthen incentives and accelerate secondary employment flows;Build an information exchange platform to accurately obtain employment information. |
