| Environmental sanitation plays an increasingly important role in the current economic and social development and people’s daily life.Traditionally,sanitation services have been directly provided by governments at all levels.However,with the advancement of social modernization,the traditional sanitation management model can no longer adapt to the development of the times.In order to improve the efficiency of government public services,the government’s purchase of public sanitation services has been produced and gradually popularized.Taking the reform process and existing problems of government purchase of sanitation public services in Taishan District in recent years as a sample,this paper analyzes the sanitation management before and after the reform.As a central urban area,Taishan District’s system of managing environmental sanitation according to the principle of "territorial management" of streets and towns before 2019 can no longer meet the increasingly strict requirements of civilized city creation and environmental protection supervision.After many investigations,Taishan District carried out the reform of government purchase of environmental health public services in 2019.Based on the theories of new public management,government failure,public choice and multi center governance,this paper summarizes the problems existing in the operation of the current system by using the methods of literature research,case analysis,comparative analysis and theoretical analysis: insufficient social participation and few participation channels;inconsistent sanitation operation standards;lack of government management and inadequate communication and coordination,the reasons for the problems are analyzed: the lack of the concept of political and social cooperation,the internal resistance of the system,the particularity of environmental health services and the imperfect supervision and management mechanism.In view of the problems existing in the current purchase of environmental sanitation public services by Taishan District government,this paper puts forward solutions and improvement schemes such as increasing public participation in public services,further straightening out the environmental sanitation management system,updating the environmental sanitation management concept and strengthening public satisfaction assessment,in order to solve the potential hidden dangers not found in the reform process of Taishan District as soon as possible,provide relevant reference and experience enlightenment for Taishan District Government in the reform of purchasing environmental sanitation public services,and promote the scientific and sustainable development of Taishan District government’s purchasing environmental sanitation public services. |
