Study On The Government Purchase Of Service In Environment And Sanitation Field

The third plenary session of the 19 CPC Central Committee decided that in the face of the new requirements of the new era,it is necessary to rationally allocate the functions,perfect the system and mechanism,and let the market play the role of resource allocation.It is necessary to comprehensively improve the efficiency of the government and promote market-oriented reform.through the introduction of competition mechanism,expand the purchase of services.The marketization of urban environmental hygiene is not only in line with the requirements of national policies,but also in line with the current development direction of sanitation.Environmental and sanitation is an important part of urban public utilities,its marketization reflects the development trend of diversified supply of public services.The government buys sanitation service is regards marketization as one kind of means,enhances the government to serve the people’s livelihood benefit.In recent years,Ningbo City’s environmental and sanitation work is gradually socialized and market-oriented,has attracted a wide range of enterprises,in the road cleaning,public toilet management,urban small advertising cleaning,kitchen garbage collection and transportation management process is gradually formed.This article is based on urban area of Ningbo as an example,from the background and reality.This paper introduces the practice and exploration of the government’s purchase of urban environmental and sanitation services.in road cleaning,public toilet management,illegal advertising removal,kitchen garbage collection and transportation,garbage classification,etc.practice with different patterns and content.Analysis of problems in the purchase,for example,the market development is not balanced,the fund input and the operation demand are not matched,the work standard is not unified,the internal management of the undertaking enterprise is not strong,the unreasonable winning bid,the personnel rights and interests are difficult to guarantee and so on.By exploring the causes of the problem,in the following areas: to clarify the responsibilities of the government,to improve the system,to make a scientific budget,to ensure investment,and so on,especially in protecting the rights and interests of sanitation workers,innovating,optimizing evaluation and market emergency mechanism,etc.Put forward some suggestions and countermeasures to consummate the government purchase service,in order to enhance the scientific nature,innovation and effectiveness of government purchasing services.
