A Study On Model Of "Wisdom Endonwment" In Xiangfang District Of Harbin

The aging of the population is one of the three major global social problems in the 21 st century.Since the 1990 s,China has entered the age of the aging of the population,followed by the issue of elderly care,which is related to the development and stability of the country and the society.The traditional pension model in China is in contradiction with the changing needs for the aged.With the expansion of the aging trend,the problem is becoming more and more serious.Therefore,more and more pension models are emerging.In recent years,with the vigorous development of Internet technology and Internet business,the rapid popularization of intelligent terminals has led to the emergence of the "smart endowment" mode operating on the basis of modern science and technology.In recent years,the State Council has issued the "Internet +" Action Guidance,clearly proposing to "promote the development of the smart and healthy elderly care industry,build public information platforms through cloud computing,big data and other technologies,and provide comprehensive home-based elderly care services.We will encourage the use of portable medical examinations,emergency call monitoring and other equipment on the mobile Internet to improve elderly care services." It is imperative to construct "smart pension model" and promote the healthy development of the elderly service industry by means of information technology.This paper takes xiangfang district pension model as the main research object,sorts out the domestic and foreign research status of pension model and pension service,and defines the research focus and direction of this paper.And four endowment patterns of xiangfang district main development situation was summarized and data statistics,analysis one by one,through the analysis of the data found xiangfang district existing old-age pension mode service informationization level is not high,endowment resources waste serious problems such as lack of standardization,pension service cannot meet the demand for high quality pension services,combining current situation and problems,xiangfang district endowment patterns using maslow’s hierarchy of needs for the construction of xiangfang district model to analyze the cause of "wisdom endowment".In order to solve the existing problems,this paper first demonstrates the value orientation and practical basis of constructing the "smart pension" model in Xiangfang District,and defines the role of the government in "smart pension" by using the theory of welfare pluralism and the theory of new public management.Based on the above argumentation,this paper explores the construction of intelligent endowment mode in Xiangfang District of Harbin and designs the specific operation process.According to the operation process of this mode,the guarantee measures for the future development of the "smart endowment" mode in Xiangfang district are proposed to ensure that the elderly in the region can enjoy a constantly improved level of pension services,ensure that pension institutions can meet the needs of the elderly,and help the elderly to have a better life in their later years.
