| National defense education in ordinary colleges and universities is the most important part of national defense education.To carry out national defense education in regular institutions of higher learning,administrative departments of education should strengthen organization,guidance and supervision,military organs and social forces should actively assist and participate in it,and regular institutions of higher learning should take measures and take initiative within themselves.This shows that the administrative departments,military institutions,social forces and ordinary institutions of higher learning themselves are the main participants in the development of national defense education in ordinary institutions of higher learning.Only by closely cooperating with each other and constantly improving the synergistic effect can the long-term development of national defense education in ordinary institutions of higher learning be promoted.Through investigation and research,this paper analyzes and evaluates the present situation of the military-local synergy in defense education of ordinary institutions of higher learning in X city in recent years.In the main body of administrative departments,the research objects are mainly the staff of the State Defense Mobilization Committee and other departments at the provincial and municipal levels.As for the main body of military institutions,the research objects are mainly the military officers and soldiers stationed in X City who have many years of experience in school military training and their training departments.As for the main body of social forces,the research objects are mainly 10 enterprises and individual organizations that are engaged in business activities that are somewhat relevant to national defense education in ordinary institutions of higher learning.As for the subjects of ordinary institutions of higher learning,they are mainly teachers and students from 5 representative institutions of higher learning in X City.Sample data analysis shows that the military and local participants in national defense education in ordinary institutions of higher learning in X City cooperate closely.For example,government departments have revised and improved the "Standards for the Construction of Military Courses in Regular Institutions of Higher Learning",further laying a solid foundation for institutionalization and standardization.The cooperation between military institutions and ordinary institutions of higher learning is widespread,and military training for college students is widely carried out.The working institutions of national defense education in ordinary institutions of higher learning have also been improved,gradually strengthening the guarantee force of teaching organization.From the perspective of social benefits,the local colleges and universities students love their country,love the Party,join the army and serve the country with great enthusiasm.However,the sample data also show that the national defense education of ordinary institutions of higher learning in X City still has the problem of low quality and efficiency of military-civilian cooperation,which restricts the development level and level.The main performance is: the government’s macro policy guidance is lack of pertinence;The officers and soldiers sent to participate in national defense education in ordinary institutions of higher learning in X City are relatively weak in ability and quality.The social forces in X City are not motivated enough to participate in national defense education of ordinary institutions of higher learning,and the phenomenon of wait-and-see is common.The internal factors of ordinary institutions of higher learning in X City lack of subjective initiative,etc.Based on the relevant principles of the synergetic theory,this study analyzes the main process(content)of the military-civilian collaboration in national defense education of general institutions of higher learning,and then reasonably learns from the experience of foreign higher education of military-civilian collaboration according to the actual situation,and finally puts forward four aspects and eight kinds of countermeasures and suggestions to improve the effectiveness of the effect.In terms of giving play to the leading and regulating role of local government,it is suggested to provide a strong operational legal basis and a strong material guarantee.In the aspect of improving the internal coordination ability of ordinary institutions of higher learning in X City,it is suggested to straightened out the division of responsibilities of departments and institutions and expand the channels of horizontal cooperation among departments.In terms of strengthening the cooperation between ordinary institutions of higher learning in X City and social forces,it is suggested to adhere to the goal-oriented approach to promote talent training and strengthen the intellectual support for social forces.In terms of strengthening the cooperation between ordinary institutions of higher learning and military institutions in X City,it is suggested to establish a talent database of "source of students-source of soldiers" to jointly strengthen the training of military talents. |
