The integration of urban and rural compulsory education is the top priority of the integration of urban and rural education.It is of great significance for reducing the gap between urban and rural areas,promoting social equity,realizing educational modernization,and improving the level of economic development.The report of the19 th National Congress of the Communist Party of China clearly prioritized the development of education,emphasized the development of rural compulsory education,and effectively promoted the integrated development of urban and rural compulsory education.In recent years,our country’s rural compulsory education has been improved to a great extent,but due to the historical factors of the dual structure of urban and rural areas,there is still a big gap in the development level of compulsory education in urban and rural areas.For a long time,the level of economic and social development in the western region of China is relatively backward,which is reflected in the imbalance of education resources between the eastern and western regions.Compulsory education,as an important part of human capital investment,plays an important role in the regional human capital accumulation.This study takes Gansu Province as a case study of the integration of urban and rural compulsory education in the western region,which is helpful to solve the problems in the integrated development of urban and rural compulsory education in the backward provinces in the western region at this stage,and effectively improve the level of integrated development of urban and rural compulsory education,which is of great significance to the economic and social development of the western region.Based on the literature research,this paper mainly analyzes the historical evolution of the integration of urban and rural compulsory education in Gansu Province.And make an empirical analysis on the level of integrated development of urban and rural compulsory education and the existing problems in Gansu Province.This paper uses the comparative analysis method to explain the urban and rural development process and governance characteristics of compulsory education in Gansu Province in the process of national policy change.Through the calculation and analysis of compulsory education statistics,it compares the development of urban compulsory education and rural compulsory education between the whole country and the western region,and Gansu province and other provinces in the western region.It is found that the layout of schools in Gansu Province has been adjusted rapidly in recent years,and the number of schools tends to be more in towns than in rural areas;The scale of students is basically stable,with more students in cities and towns and less in villages;Education funds continue to increase,and the gap between urban and rural students is narrowing;The infrastructure continues to improve,and the urban-rural gap still exists;The level of teachers is improving day by day,and the allocation of teachers in urban and rural areas is unbalanced.This paper uses the empirical analysis method to analyze the development level of the integration of urban and rural compulsory education in Gansu Province.By calculating the development level index of the integration of urban and rural compulsory education in Gansu Province,it is found that with the promotion of the national policy for education equity,the development level of the integration of urban and rural compulsory education in Gansu Province has improved to a certain extent in recent years.However,there are still some problems.For example,the continuous increase in education funding per student in rural areas is not enough,the allocation of full-time teachers in urban and rural junior high schools is not balanced,the adjustment of school layout at the primary level is not timely enough,and the level of overall and balanced distribution of urban and rural educational resources is not high enough.Based on the above comprehensive analysis,the paper analyzes and summarizes the reasons for the existing problems.From the individual case to the general,this paper holds that the integrated development of urban and rural compulsory education in the western region needs to be promoted from the following aspects: First,strengthen the top level Design and institutional construction to improve the effectiveness of policy implementation;the second is to strengthen the construction of the teaching team;the third is to innovate high-quality development paths and expand the radiation of high-quality educational resources;the fourth is to plan schools in a forward-looking manner Layout,refined management of urban and rural educational resources;Fifth,create a good education ecology. |
