Innovative Research On The Cultivation Of Non-Commissioned Officers In Higher Vocational And Technical Colleges In The New Era

Agu 1st,2017.President Xi Jinping put forward an important instruction to create a military-civilian integration innovation system and strengthen the military-civilian coeducation of non-commissioned officers.In order to implement this spirit,it is necessary to take strong measures to make full use of national education resources and target to cultivate more non-commissioned officers.Relying on local educational resources to cultivate noncommissioned officers is an innovative work.It is still in the initial stage of exploration,and there are many aspects that need to be further improved.This article is divided into four parts.The first part explains the theory and definition;the second part introduces the current situation of the training of targeted non-commissioned officers in higher vocational colleges in my country,reveals the existing problems,and analyzes the causes of the problems.These problems are mainly concentrating on the resources of the current higher vocational colleges which cannot meet the military’s demand for the training of non-commissioned officers.The targeted non-commissioned officers trained by the higher vocational colleges are not good enough in professional and military skills,and the educational system of the higher vocational colleges cannot be completely compatible with the military system.The root causes of the problem are mainly from the following aspects: First,the courses of ordinary higher vocational colleges cannot meet the needs of military development;second,the lack of military talent teachers;third,the mechanism of joint military and civilian training is not thorough.The third part mainly draws on the experience domestic and abroad,focusing on the analysis of non-commissioned officer training cases in the United States,Japan and the United Kingdom;the fourth part provides suggestions on how to improve the non-commissioned officer training mechanism in higher vocational colleges.The recommendations are mainly reflected in the following three aspects: the first is to establish a curriculum system that adapts to the training system for targeted non-commissioned officers;the second is to increase the training of teachers engaged in military education;and the third is to improve the mechanism of innovative military-community joint training of non-commissioned officers.This article analyzes the problems existing in the process of cultivating targeted noncommissioned officers in higher vocational colleges in our country,and through analysis and demonstration,finds out the root causes of the problems,and then seeks solutions.Innovating and improving the cultivation mechanism is related to the corresponding suggestions.I believe that the quality and level of the cultivation of targeted noncommissioned officers in higher vocational colleges can be gradually improved to meet the needs of the modernization of the military in our country,promoting the healthy and sustainable development of our military talents,and improve the combat power and quality of non-commissioned officers.
