Research And Application On Competency Model Of Public Security Intelligence Analyst

Public security intelligence analysts are professionals engaged in public security intelligence research and analysis.In the era of Internet big data,the working of public security intelligence is gradually moving towards the public.The amount of data information available is large and complex.How to convert various data information into decision-making information has become an opportunity and a difficult problem for public security intelligence work.Building a professional team of public security intelligence analysts and improving the professional competence of intelligence analysts is the key to improving the comprehensive ability of intelligence analysis during the public security teams.Building a professional competency model of public security intelligence analysts can provide reference for the selection,recruitment,education and training of public security intelligence analysts.First of all,this paper investigates and analyzes the job introduction information of Law Enforcement Intelligence Analysts in the United States on the basis of literature survey.Secondly,combined the practice of Chinese scholars and the concept of professional competency proposed by the O* Net Analysis System of the United Stated Department of Labor,we designed and sent questionnaires to the staff in the public security of our city,and extracted the features of the competency which has got universal approbation,and improve the feature element of the competency by the expert’s assess.Finally,we got a model of professional competency model of public security intelligence analysts.The model is composed of four first level indicators including knowledge,ability,work styles and work values which covers 22 secondary competency indicators including knowledge of laws,regulations and policy directives,knowledge of intelligence information,knowledge of business or specific fields,continuous learning,communication and coordination,intelligence product production,intelligence collection and analysis,intelligence decision-making and implementation,integrity,initiative,adaptability,self-control,attention to detail,persistence,stress tolerance,analytical thinking,cooperation,innovation,dependability,Political,Honor and Security.
