| At present,the international situation is turbulent,complex and changeable,and the task of domestic reform is arduous and has a long way to go.In order to cope with complex security threats and win the national strategic advantage,the Party Central Committee with President Xi as the core of the country’s development and security,military-civilian integration has become a national strategy,and proposes to build an integrated national strategic system and capabilities.The integrated national strategic system and capabilities are the goal of military-civilian integration development.As a new idea,the current research is still relatively weak.Through the application of system engineering method,this paper attempts to establish a theoretical analysis framework of the integrated national strategic system and capabilities.On the basis of reviewing and summarizing the historical evolution and basic experience of China’s integrated national strategic system and capacity building,this paper analyzes and discusses the current integrated national strategic system and capacity building in terms of institutional mechanisms,high-end factor supply and policy system issues.In the top-level design phase,SWOT analysis is used to conduct an in-depth study of the system environment of the integrated national strategic system,to sort out the current major strategic tasks,and to analyze the needs of capabilities.Based on the capacity needs,in the dual process of “top-down”decomposition and “bottom-up” aggregation,the organizational structure and operational mechanism of the integrated national strategic system are adjusted and optimized.The two cases briefly show the path of building an integrated national strategic system and capabilities.Finally,from the aspects of institutional mechanism innovation,policy system improvement,project demand traction,major project landing,information platform support,etc.,the countermeasures and suggestions for accelerating the integration of the national strategic system and capabilities are proposed. |
