Research On Party Building Work In Immigration Villages In Henan Reservoir Area

The number of reservoir immigrants in Henan Province has reached 2.04 million people,distributed in various regions and counties(cities,districts)in the province.There are 2922 immigrant villages with more than 100 people in the province.In recent years,the Party Central Committee has been attaching great importance to the development of the Party’s work in rural areas.It has paid special attention to the early planning,mid-term relocation and late resettlement of reservoirs under the leadership of the local government for reservoir development.The resettlement work in the reservoir resettlement area involves the joint governance of multiple entities,which is characterized by arduousness,complexity and long-term nature.The economic and social development of the immigrant villages in the reservoir area is strong and weak,reflecting the good or bad of the local party organization leading the construction and development.This article starts from the background of the party building work in the resettlement villages in the reservoir area and studies the party building work in the resettlement villages in the reservoir area,discusses the resettlement villages among the resettlers in the reservoir area,and studies and analyzes the problems in the party building work in the resettlement villages,and finally puts forward the corresponding Countermeasures.Chushandian Reservoir is a national key project.It was built on the main stream of the Huai River and is currently the only reservoir with a large(Ι)construction scale.Village A is a village under the jurisdiction of Pingchangguan Town in the area affected by the inundation of Chushandian Reservoir in Xinyang City,Henan Province.The lives of immigrants are concentrated,and the development of party building work is also concentrated.Therefore,taking Village A as an example,the focus is on the development of party building work in immigrant villages where the state pays great attention to rural revitalization.It also summarizes and optimizes the problems existing under the leadership of the party organization at the grassroots level,aiming to see the big from the small,and from the point to the point,hoping to provide a realistic basis for the party building work in the reservoir resettlement villages in the involuntary resettlement.This research adopts literature research method,in-depth interview method,and questionnaire survey method.First,enter the area for a period of pre-survey.Conduct interviews and surveys for immigrants and poor households among immigrants.In addition,the questionnaire data selected 304 village A,including CCP members and ordinary people,to conduct targeted question surveys on all aspects of party building.In response to prominent problems such as villagers’ disapproval of the work of party organizations,it is recommended to promote harmony between the party and the masses.The method is:first,the starting point of all work should be based on reality and follow the mass line;second,the party branch should strive to achieve two-way efforts;in view of the lack of "people" construction in the construction of the party organization,it is recommended to strengthen the overall construction of the party organization.The method is:First,the focus is on building an excellent party branch leadership team.Second,focus on the overall construction of the party member team.Third,moderately relax restrictions on the training of party members.In view of the weak ability of resource integration in economic construction,it is recommended to promote the integration of economic construction and party building work.The method is:First,party members and cadres must cultivate the idea of combining service economic construction and party building work.Second,innovate education and training mechanisms and expand the scope of training personnel.Third,further efforts should be made to innovate the collective economic income distribution mechanism;in view of the inadequate implementation of related systems,it is recommended to increase the implementation of institutional policies.First,strengthen the ideological construction of party members,and improve the system at the source for weak implementation.Second,organize life meetings and implement the democratic appraisal system for party members.Third,the system construction is run through the "three governances" of rural governance.
