Research On The Resettlement Guarantee Of The Reservoir Area Of ??C County, Jiangxi Province

The immigrants in the reservoir area are involuntary migration groups due to the construction of water conservancy projects.It takes a certain transition period of time for the immigrant group in the reservoir area to resume production and life.The degree of restoration is affected by many aspects such as its own quality,resettlement mode,and resettlement area conditions.The relevant policies for resettlement protection are important factors which affect the realization of immigration,stability,and prosperity.This paper takes resettlement security as a research perspective,based on the social policy implementation mechanism and social support theory,uses literature research methods and interviews to conduct research,selects C area of Jiangxi Province as the research area,investigates the status quo and existing problems of resettlement in the reservoir area,analyzes the cause of the problems,explores the development path of resettlement security in the reservoir area.This paper first reviews the research on resettlement security at domestic and foreign regions,including resettlement modes in the reservoir area,resettlement compensation,and immigration poverty.Also introduces domestic and foreign resettlement experience including World Bank,Japan and Zhejiang.Secondlly,the timeline is taken as the main axis to sort out the relevant policies of the resettlement security in the reservoir area to review the development process of the resettlement security policy.Based on the survey of target area,learned the main characteristics of immigrant groups in the current region.The performance is that the old reservoir has a high proportion of immigrants,the overall economic income is low,the resources are limited,and the supporting facilities are out-dated.The county has problems in the practice of resettlement security policy,such as time misplacement and factual misplacement,insufficient support measures,and insufficient design accuracy.Then,based on the theory of social policy implementation mechanism,the reasons for the problem are analyzed.Finally,based on the above research,the countermeasures and suggestions for improving the resettlement security are as follows.The recommendations include tracking the dynamics of immigration needs,building a supportive social support network,establishing a bottom-up immigration monitoring mechanism and etc.
