Research On Resettlement Problem Caused By Gangnan Reservoir Construction

Gangnan Reservoir,located in the middle reaches of the Hutuo River in Pingshan County,Shijiazhuang City,Hebei Province,is not only a large-scale water conservancy hub with comprehensive utilization value,but also one of the key projects to cure the Haihe River flood.The reservoir was built in 1958.Due to its huge scale and complicated engineering process,it has encountered many difficulties in relocation immigration.Because the reservoir has a large immigrant population,the relocation time is in a rush,the conditions are harsh and the resettlement tasks are heavy,immigrants have made huge sacrifices.In order to solve the problems in resettlement,the local government responsible for immigration has made great efforts.First of all,the work of mobilizing and publicizing the villagers was completed with high efficiency.Secondly,the resettlement plan was designed based on the interests of the people and long-term development.Thirdly,the local government seriously and actively responded to problems during the resettlement,such as moving back,house quality,recovery of production materials,resettlement,drinking water and transportation,etc.Under the focus and support of national policy,the problems left by the Gangnan Reservoir immigrants have been basically solved,the production are on the right track,and the living conditions of the immigrants have been greatly improved.Reviewing the whole process of resettlement,we can find it is successful on the whole,and it has accumulated valuable experience for large-scale water conservancy project immigration work in terms of ideological mobilization and leadership organization.The government's powerful propaganda and the high sacrifice of the immigrants have laid a foundation for the mobilization of immigrants' mindsets,and the establishment of a relatively complete leadership organization has provided a strong guarantee for the relocation of immigrants in the reservoir area.At the same time,due to the lack of reference cases,laws and regulations,etc.,there are certain mistakes and omissions,which have become typical lessons in the resettlement work.The construction of Gangnan Reservoir is an important exploration of water conservancy construction since the founding of P.R.China.It has provided valuable experience and profound enlightenment for China's post-construction.The balance of short-term sacrifice ofimmigrants and long-term economic interests are the biggest problems faced by engineering immigration.
