| In 2005,the United Nations put forward the concept of inclusive finance,which quickly entered the world’s vision.The concept of inclusive financial services refers to a financial system that,regardless of regional differences,wealth gap and cultural level gap,can create equal access opportunities for all people between urban and rural areas,between different regions and among different groups,and can provide services to all sectors of society in an efficient,fair and comprehensive manner.Inclusive finance is about making financial services available to everyone to improve their lives and move from poverty to prosperity.In 2013,the third plenary session of the 18 th CPC central committee formally proposed the development of inclusive finance.In 2015,the state council issued the plan for promoting the development of inclusive finance during the 13 th five-year plan period.At present,it is the responsibility of local governments and units to implement the spirit of the NPC and CPPCC and comprehensively and deeply promote poverty alleviation in poverty-stricken areas.Inclusive financial services as a public policy in our country,is made of silver,as the main regulatory body of the people’s bank of circ,play a lead role in the policy,national development and reform commission and other departments formulate major policies and measures to promote the development of inclusive finance,the central and local government departments cooperate with each other,small micro enterprises,the peasantry,the urban low-income people,poor people and people with disabilities,the elderly,and other key special group is the current our country inclusive financial service object.Financial inclusion,as a public policy,plays an important role in supporting the recovery and development of the real economy.Inclusive financial services development cannot leave the government promotion and regulation,this paper will with inclusive services in Dalian as an example,through the content of the existing services for Dalian inclusive financial services and government initiatives,through questionnaires and interviews in the form of understanding to the problems existing in the service,and analyze the reasons of the existence of inclusive financial services at home and abroad for reference,the development experience,the depth of the research on improvement of Dalian inclusive financial service measures,puts forward the optimized intelligent perfecting legislation and government policy system,to set up the tax incentive system to carry out the tax reduction poverty reduction,abundant propaganda and education methods such as 8 categories of policy and regulatory Suggestions for improvement,It is hoped that it can provide a guide for the government to improve the work of inclusive financial services and improve the financial resources and capital utilization efficiency of poverty alleviation in poor areas,so as to contribute to the local government’s supervision and promotion of the industry in the development of inclusive financial services,and further improve the effectiveness of the financial poverty alleviation work of the Dalian government. |
