| Nowadays,Chinese society is in the period of economic transition.With the economic downward pressure increasing,various natural hazards,public health,accidents or disasters,and other emergencies occur from time to time,in the meanwhile,Social contradictions are complex,which not only seriously affect the harmonious development of Chinese society,but also put forward new requirements for local government emergency management work.To establish and improve the emergency management system of local governments and promote their emergency management capacity are closely related to local social and economic development as well as the safety of people’s lives and property.The thesis is on the basis of the related literature at home and abroad,taking Huludao city as the research object.From the emergency system of institutional reform,emergency team construction,contingency plans and emergency drills,emergency management policies and systems development,information ability construction,emergency supplies storage and other aspects,the present situation of emergency management of Huludao city is studied.This paper analyzes the problems of Huludao City’s emergency management ability,such as backward government consciousness,weak emergency system framework,insufficient support of government emergency talent team,poor popularity of emergency response ability of social members,limited emergency fund coordination ability,and serious islanding of emergency management information system In addition,there is a lack of systematic and systematic concept of the government,the construction of "one case,three systems" system of emergency management is not perfect,the emergency management can only be unclear and difficult to recruit,the emergency safety education system is not perfect,the emergency fund guarantee system has not been established,and the construction of emergency management information system lacks overall planning and unified standards.Based on the development experience of domestic and foreign advanced emergency management,From changing the concept of government emergency management,compacting the responsibility of government emergency management,strengthening the construction of government emergency management system,improving the ability of government emergency management personnel by various measures,pricing public emergency safety culture education,optimizing the collection and use of emergency funds in various aspects,establishing a comprehensive application platform for emergency management,and strengthening the level of informatization forward a series of countermeasures and practical suggestions to improve the emergency management ability of Huludao City. |
