Research On The Supply Of Rural Public Products In Shaanxi Province

The issue of "agriculture,rural areas and farmers" has always been the top priority of the Commiunist Party of China and the government.The supply of rural public goods is not only the short board but also the springboard to solve the problems of "agriculture,rural areas and farmers",which plays a fundamental role in promoting the economic and social development of rural areas.Since the launch of the new rural construction,Shaanxi Province has shown a very positive attitude on the issues of "agriculture,rural areas and farmers".After the development in the period of three "five-year plans",the supply of rural public goods has achieved certain results.In general,the total supply of rural public goods has been increasing,the supply level has been continuously improved and the main structure of supply has been gradually improved,which has become a potential boost to the development of rural areas in Shaanxi Province.However,it must also be clearly recognized that the problems in the supply of rural public goods in Shaanxi Province have not been completely solved,and it has become a major obstacle to the economic and social development of Shaanxi Province.Therefore,strengthening the research on the supply of rural public goods in Shaanxi Province is of great significance to the overall revitalization of rural areas and the high-quality economic and social development of Shaanxi Province.The research on the supply of rural public goods in Shaanxi Province mainly uses literature analysis,investigation and analysis and comparative analysis.This paper is the main theoretical basis for multi-center governance theory,rational choicestheory,and social capital theory.The current situation of rural public goods supply and farmers’ participation in supply were investigated by questionnaire method in 15 sample villages in6 cities in Shaanxi Province.In this process,the shaanxi province is divided into two areas as the developed areas of Guanzhong and the less developed areas of southern and northern Shaanxi,comparing the supply and demand of rural public goods between the two places.The study finds that the regional imbalance and structural imbalance of the supply of rural public goods in Shaanxi Province coexist,as well as the problem of insufficient supply and poor supply quality,and the multi-subject supply mechanism is in trouble.The reasons are as follows: First,because of the continuous influence of urban and rural dual economic structure;second,because of the interest game of the relevant subjects;third,the conflict of interest between supply and demand;and fourth,the limitations of the multi-supply subject itself.In order to solve these problems and realize the effective supply of rural public goods in Shaanxi Province,we should make a breakthrough from the following paths: combining the national strategic background,linking the relevant supporting reforms;breaking the single supply model to realize the multiple synergy of supply subjects;forming demand-oriented thinking to ensure the scientific and effective supply content,promoting the optimization of resource allocation and coordinating the supply of rural public goods in different regions.The research points out that the core of realizing the effective supply of rural public goods in Shaanxi Province lies in the establishment of a multi-subject cooperative supply mechanism oriented by farmers’ demand and with the government as the core,with the market and farmers participating together.Improving the supply of rural public goods is conducive to accelerating the modernization of agriculture and rural areas in Shaanxi Province,realizing the overall revitalization of rural areas,and the high-quality economic and social development of Shaanxi Province.
