In order to implement the party’s line,principles and policies,and ensure that the goals and tasks are in place,three things must be done well.One of the most important things is compliance and enforcement.In order to further ensure the smooth progress of various agricultural benefits policies and improvement measures in rural governance,it is necessary to build a unified command,comprehensive coverage,and authoritative and efficient system implementation and supervision mechanism of the party to achieve coordinated governance of the main body of village governance.The village affairs supervision committee,as a permanent and specialized supervision institution at the rural grassroots level,is an important symbol of democratization and rule of law in rural governance.At this stage,most village organizations in N District generally implement the “one-shoulder task” between the secretary of the village party organization and the village director and the“three-time co-operation” between the deputy secretary of the village or the general cadre,the village disciplinary inspection committee,and the director of the village affairs supervision committee.One" makes it difficult for village affairs supervision to guarantee the implementation of independent supervision,and for a time the phenomenon of assimilation of members and village affairs supervision is out of balance,which leads to the low effectiveness of the performance of duties.Therefore,in this context,exploring how to ensure that the village affairs supervision committee is implemented in terms of personnel,responsibilities,work,effects,etc.,has positive theoretical and practical significance for promoting the modernization of rural governance and stimulating the vitality of system implementation.Based on the analysis from the micro perspective,the article combines the power supervision theory and the value target system of good governance in rural areas,and locates the research object to the N district of Sichuan,a major agricultural province in my country.Through field investigation and questionnaire analysis,the current situation of local village affairs supervision committees is summarized and analyzed to provide an effective reference for the promotion of rural grassroots system governance.The main content of the article is divided into four parts.First,conduct a theoretical analysis of village affairs supervision,define related concepts,and explain the necessary theoretical basis.Secondly,by selecting 13 rural villages to understand the actual operation of the local village affairs supervision committee from the village affairs supervision staff and villagers’ lives and lives,and further elaborate on the supervision effectiveness of the village affairs supervision committee system input;thirdly,integrate the research data and analyze The statistical data found that the existing village affairs supervision committee organizations have a certain degree of organizational operation and organizational management problems,and conducted an internal and external dilemma analysis on specific issues such as their existing concepts,system specifications,system operations,and staffing;finally;,Adhere to the concept of modernization of rural governance,and hope that through the integration of system elements,organizational and system,it will realize the cultural and training of education and training,pay attention to the local nativeness and synergies of the supervision of the working system,adhere to the independence and synergy of village supervision,and build the power mechanism of village supervision.It would builds an effective village supervision mechanism,deepens the “frontline” supervision,and realizes good governance in the village.
