The improvement of the ability of grass-roots cadres in the municipal supervision system to perform their duties is an important part of the modernization of governance capabilities.At present,the Taizhou Municipal Supervision System has worked hard to improve the ability of grass-roots cadres to perform their duties through measures such as "Yongning Enterprise Steward","Three-to-One Talk","Rural Work Instructor(First Secretary)" and so on.In the context of the modernization of governance capabilities,the ability of grass-roots cadres in the municipal supervision system to perform their duties has new requirements,which are to adhere to the people-centered;to adhere to reform and innovation,to improve efficiency;to adhere to the correct handling of the relationship between the government and the market;to adhere to the administration according to law,fair supervision;and to adhere to the system concept and overall planning.At present,whether the ability of grass-roots cadres in the Taizhou Municipal Supervision System to perform their duties is satisfied with the new requirements and how to continue to develop in the future is worth the deep consideration of each of us Taizhou Municipal Supervision Iron Army.Through the Delphi method,combined with the new requirements of the modernization of governance capabilities for the performance of grass-roots cadres in the municipal supervision system and the "General Model for the Competence Characteristics of State Civil Servants",this paper revises the evaluation model of the performance ability of grass-roots cadres in Taizhou Municipal Supervision System,and the final model contains 3 first-level indicators and 19 second-level indicators.The three first-level indicators are the ability elements,including the ability to solve practical problems,the ability to implement policies,the ability to identify politics,the ability to cooperate and work together,the ability to comprehensively analyze,the ability to coordinate and the ability to make decisions;the quality elements include pragmatic spirit,sense of responsibility,integrity,enterprising spirit,awareness of the overall situation,integrity and fairness and decency.Core knowledge elements include policy and regulation,leadership science,public administration,business management and economic management.Through the questionnaire survey method,an empirical study was conducted on the ability of grass-roots cadres in taizhou city supervision system to perform their duties.The study found that the ability to perform duties was greatly affected by variables such as education and age;social evaluation believed that there were deficiencies in the ability to solve practical problems,comprehensive analysis,coordination ability,decision-making ability and fairness and decency;social evaluation was generally lower than self-evaluation.On this basis,the author believes that at present,the ability of grass-roots cadres in the Taizhou Municipal Supervision System to perform their duties has problems such as limited matching of personnel and posts,insufficient endogenous hematopoietic ability,imperfect assessment system and insufficient utilization of social supervision.On the basis of governance theory,combined with the new requirements for the modernization of governance capabilities and the shortcomings of the ability of grass-roots cadres in Taizhou Municipal Supervision System to perform their duties,the author believes that it is necessary to promote the improvement of performance ability through the development of grass-roots cadres themselves,the internal and external development of the municipal supervision system.Grassroots cadres themselves should strengthen the concept of coordination and stimulate the motivation to learn.Within the municipal supervision system,it is necessary to optimize the assessment mechanism,adapt to posts through personal characteristics,and improve the recruitment system.The municipal supervision system develops "Internet + grassroots governance" externally,and strengthens social supervision and media supervision.Through the above measures,it is believed that in the future,the ability of grass-roots cadres of Taizhou Municipal Supervision System to perform their duties can be greatly improved.
