A Study On The Problems And Countermeasures Of Urban Village Governance

With the continuous development of urbanization,there are more and more village communities in the city,and the problems exposed in the process of development are increasingly obvious,and contradictions are unavoidable.At the same time,our country is in the social economy and the macro background of urban development model transformation,objectively requires the focus of urban governance and space time sinks gradually to the community,and based on the rural community has not yet been fully integrated into the urban community villages in compression "time-space" and "right-capital" of the game has become the problem.How to achieve high-quality development of urban village communities and how to make the development of urban village communities contribute to urban development have become an important issue to be urgently solved.If the governance problems of urban village communities do not attract attention and are not actively solved,they may become hidden dangers of urban development.Research on the governance of such communities and search for a scientific governance mechanism can not only speed up the construction progress of urban village communities,but also make community governance develop towards the trend of modernization,so as to improve the governance level.Its practical significance is very obvious.This paper,taking Shijiazhuang city X community the urban village community as the research object,the study on the development of the urban village community governance process,in understanding the X under the premise of the status quo of community governance practices,digging out the problems existing in the governance-two committees team ability insufficiency,the community governance effect was not significant,community residents to participate in the governance enthusiasm is not high,the innovation level of management needs to be improved.Through questionnaire and interview,this paper analyzes the reasons for the low comprehensive quality of community managers,the constraints of urban-rural dual structure,the inadequate implementation of the concept of co-governance,co-construction and sharing,and the insufficient application of new technologies in community governance.During the research,relevant theories were collected through literature research.The investigation method is adopted to analyze the governance of X community to provide ideas for the community governance of urban villages.Through the method of induction and summary,this paper studies the problems encountered in the management of the urban village community and the practical experience accumulated during the governance.Through the analysis of X community,objective suggestions are put forward for the governance of the urban village community.Through the study of this paper,suggestions for X community governance are put forward under the guidance of the new public service theory,the multi-center governance theory,the good governance theory and the fine management theory,that is,by strengthening the team with high standards and promoting the construction and innovation of the cadre team,focus on strengthening the basic foundation;Strengthen the construction of community organization system by adhering to the guidance of party building and exploring the "linkage of four societies" governance mode;The pluralistic governance pattern can be formed by perfecting the participation mechanism of the pluralistic governance subjects and the guarantee mechanism of community governance.By improving the information level of community governance and innovating the new model of community governance,and then promoting the modernization of community governance,it provides reference for the community governance of urban villages in China.
