As an important part of the natural ecosystem,animals have the same value of existence as humans and enjoy the most basic rights of survival.The two are closely related and inseparable.In particular,laboratory animals,which are indispensable for scientific research and drug research and development,have made great contributions to the advancement and healthy development of human science and technology.With the development of economy and the progress of society,people have begun to pay attention to protecting the welfare of laboratory animals while meeting their needs.Generally speaking,animal welfare means "five freedoms" : freedom from hunger and thirst,freedom from discomfort,freedom from disease and pain,freedom from fear and embarrassment,and freedom to express natural behavior.The welfare of experimental animals is not only related to the interests of the animals themselves,but also related to the development of life sciences and international trade,and it also reflects the level of social civilization of a country.At present,the current situation of laboratory animal welfare in my country is not optimistic.Compared with the mature legal system established in the European Union,the United States,Japan and other countries and regions,my country’s laboratory animal welfare related laws and regulations such as legislative concepts are relatively outdated,and Issues such as small number of provisions and poor operability.Based on such a realistic situation,we should first analyze the theoretical dilemmas and practical constraints of my country’s laboratory animal welfare legislation,update the legislative concept in time,innovate legislative principles and legal provisions,etc.,and look at the world,learn from Europe and the United States.The advanced experience of Japan and other countries,under the premise of fully considering our country’s actual national conditions,we should remove the rough and the finest,and establish and improve our country’s legal and regulatory system for the welfare of experimental animals.This article starts with the clarification of the concept of animal welfare.Through searching and categorizing the regulations on the welfare of laboratory animals in our country’s existing laws,we find that our country has a low level of legislation,unscientific and unscientific legislative purposes in the field of laboratory animal welfare laws and regulations.Insufficient operability,minor penalties for behaviors that harm the welfare of laboratory animals,and derailment from international norms.In this article,we have considered the existing problems and discussed in detail the necessity and feasibility of improving the welfare of laboratory animals in our country.According to Japan’s national conditions,I have drawn on the advanced experience of Western developed countries and put forward the following suggestions.: First,we must establish the right The legislative purpose of this article should abandon the legislative concept of one-sided emphasis on the protection of human self-interests,incorporate respect and protection of the welfare of laboratory animals into the scope of the legislation,and find a legislative balance between safeguarding human interests and protecting the welfare of laboratory animals;second,improving the welfare of laboratory animals Legal status,to give animals a legal status higher than other general objects,to explore the effective connection between laboratory animal welfare legislation and the current legal system,and to reduce legislative costs;third,to improve the principles of laboratory animal welfare legislation and to adhere to the "3R" principle.First,strengthen the principle of responsibility protection,strengthen the principle of public participation,and adhere to the principle of conducive to scientific and technological progress;fourth,to further refine the laboratory animal welfare laws and regulations for the purpose of improving operability.Raise the threshold for the permission to carry out animal experiments,require necessary explanations for the purpose of animal experiments,and increase the punishment for violations of laboratory animal welfare protection laws and regulations;fifth,improve the supervision mechanism for laboratory animal welfare protection.A sound supervision system can effectively assess the actual situation of laboratory animal welfare and prevent possible problems in the protection of laboratory animal welfare;sixth,strengthen the integration of domestic laboratory animal welfare regulations with international norms,taking full consideration of my country’s specific national conditions Next,the
