The famous French thinker Albert Schweitzer once said that a man with a noblemorality should view plants and animals as his compatriots and take all the divinelives as his partner. Every life has its own value and human beings, plants and animalsare all inseparable parts of the nature. The idea of reverence for life is accepted andpraise highly by most people. Experimental animals used in researches aiming toimprove human health and living standards, suffer unbearable pain and even lost theirlives. So human are supposed to respect the life value of the experimental animals.Experimental animal are genetically and microbiologically quality standardizedanimals used in life science researches. With the rapid development of life scienceresearch, the use of experimental animals is increasing. How to protect welfare oflaboratory animals in a better way has aroused wide concern over the recent years.This paper studies the legislation of laboratory animal welfare from theperspective of animal experiment involving cosmetics. First, it systematically studiesand analyzes the experimental animal welfare legislation and cosmetic experimentalanimal welfare legislation in the European Union, the United States and Australia.Furthermore, this paper analyzes the problems existing in the legislation of laboratoryanimal welfare in our country, and puts forward suggestions which may help toperfect the legislation of laboratory animal welfare in our country: laying downanimal welfare law and taking human life and health protection, being kind to animals,and maintaining the ecological balance as "legislative purpose; making regulationsof ethical treatment of animals on the basis of Guidance on Treating ExperimentalAnimals to straighten out the relationship between the regulations and the guidance,so as to keep the consistency with the experimental animal welfare protectionlegislation in developed countries. In order to comply with worldwide trend ofbanning the cosmetics researches involving animal experiments, to prevent ourcountry left far behind world tide of laboratory animal welfare protection, and to takemeasures to against cosmetics trade barriers of European Union and other countries orregions concerning animal welfare, special legislation of banning animal experimentsin cosmetics research should be on the agenda as soon as possible in China.
