Studies In Realistic Difficulties And Breakthrough Of Forensic Laboratory Accreditation

Along with the reform of the judicial expertise system, the promotion of legal and scientific consciousness of citizens, quality control of judicial expertise arouse the attention from more people. Under the influence of the traditional way of Chinese-style management and mind, sloppy management, nongovernmental accreditation agency excessive pursuit of interests have become an important crux of the problem. Therefore CNAS introduced laboratory accreditation system into China. Hoping that Advanced management technique can meet people’s needs of justice. But in actual operation, laboratory accreditation always facing difficulties because of short operational time, lack of social experience,lax management and so on. If we cannot get a thorough understanding of these difficulties and cannot analyzing these difficulties,laboratory accreditation will be almost nonexistent. In addition, this system will in turn affects future development of judicial expertise. Therefore, this paper studies in realistic difficulties and breakthrough of forensic laboratory accreditation base on field study, seek expert advice, search references and comprehensive analysis.In the introductory part, the paper mainly introduces background of laboratory accreditation’s rising. Then it briefly introduces that some experts and scholars’ studies about laboratory accreditation system and clearly explain the urgency of laboratory accreditation.This paper mainly divides into four parts.The first part has made the introduction of concept of laboratory accreditation. Explaining two kinds of attitudes about laboratory accreditation. Finally explaining the meaning and the value of laboratory accreditation to accreditation agency,accreditation industry, evidence position.The second part is the concrete expression of the difficulties. Reflecting the problems about general acceptance of laboratory accreditation through the analysis of data and different types of accreditation agency. Reflecting the problems about daily operation and management of laboratory accreditation through the analysis of laboratory accreditation assessment, internal auditing, outside validation. Reflecting the problems about rules of laboratory accreditation through the analysis of number and type of rules, rules’ execution, recognized standard.The third part puts forward the problem-solving methods about laboratory accreditation. These methods include that strengthen propaganda, building the supervision system and perfecting rule system. Order to insure the laboratory accreditation system can keep in functional order.The fourth part is concluding remarks of the paper. Reiterating the importance of laboratory accreditation in field of quality control of judicial expertise. Hope that there are more people showing solicitude for laboratory accreditation system, then they can puts forward some effective suggestions.
