The framework of advocacy alliances is a composite analysis perspective of policy changes.It focuses on advocacy alliances which based on different policy beliefs within the policy subsystem,and the alliance’s policy-oriented learning activities and the influence of external factors in the policy subsystem on the policy process.This provides a clear theoretical framework for the current research on China’s public policy changes.China’s sports industry policy began with reform and opening up.After 40 years of gradual development and gradual evolution,its specific policy content has also been continuously updated and improved with the rapid development of China’s market economy.This article sorts out China’s sports industry policies and legal texts from 1981 to 2020 from Fabao.com,the website of the China General Administration of Sport,and sports policy compilations,and then analyzes these policies.The process of China’s sports industry policy change is divided into three stages: the government adjustment and reform stage(1981-1991),the “government-led,social integration”stage(1992-2013),and the “political and social coordination,multiple interaction”stage(2014-present).By applying the five premise hypotheses of the advocacy alliance framework to the analysis of the change process of China’s sports industry policy,we found that the framework has a strong compatibility and explanatory power for the changes of China’s sports industry policy.Based on the perspective of the advocacy coalition frame-work,this article systematically analyzes the changes in China’s sports industry policy,delimits the scope of the sports industry policy subsystem,and then analyzes the formation of "government advocacy alliances" and "social advocacy alliances" in the sports industry policy subsystem,and analyzes alliances Differences in beliefs among members,perspective alliances’ policy-oriented learning,and explore the impact of external events.Studies have found that the changes in China’s sports industry policy are the result of the alliance’s policy-oriented learning(internal power)and external factors(external power),and the distinctive characteristics of change.which inciudes“the alliance is dominated by the authority of the central government”,“the core beliefs of deep-level policies have never been Changing” “the external factors are the main driving force for policy changes” and so on.However,in the policy practice,there are many problems such as the weak strength of non-dominant alliances,the lack of interest expression channels,the ineffective role of professional forums,and the excessive constraints of external factors in the process of policy changes in China’s sports industry.Based on this,in order to promote the scientific nature of China’s sports industry policy changes in the future,this article proposes four strategies that cultivating a rational policy subsystem and advocating alliances is the basic,coordinating policy beliefs between different alliances is the foundation,promoting policy-oriented learning across alliances is the key and breaking through the external factors of the policy system is the key.And then improve the scientificity and effectiveness of China’s sports industry policy reform on the basis of clarifying the rule of China’s sports industry policy changes.
