The Deliberative Democracy Of CPPCC From The Perspective Of National Governance Modernization

The Third Plenary Session of the 18th CPC Central Committee put forward the goal of "improving and developing the socialist system with Chinese characteristics,and advancing the modernization of the National governance system and governance capabilities" as the overall goal of comprehensively deepening reform.As a special form and unique advantage of socialist democracy with Chinese characteristics,deliberative democracy is highly compatible with the requirements of modernization of national governance.Since the first People's Political Consultative Conference in 1949,the system of multi-party cooperation and political consultation under the leadership of the CPC has been continuously improved.The CPPCC,as an important carrier and platform for deliberative democracy in China,enables representatives from all walks of life from all walks of life to serve as members of the CPPCC,They represent different parties,organizations and nationalities,participating in the CPPCC organizations according to different sectors,and conducting consultations and discussions,Democratic supervision of the political life of the country.CPPCC members participate in national affairs and social affairs,and are able to make use of their unique advantages,such as great unity and broad representation,to promote the active participation of representatives of different stakeholders in public decision-making and social governance,and puts forward opinions on relevant matters to the party committee government advice,so as to promote the government management more scientific and reasonable,multiple subject formed through democratic consultation good situation,to participate in social governance as a result.Therefore,in-depth study of the issue of deliberative democracy of the CPPCC under the perspective of the modernization of national governance is of great significance to the promotion of the development of the two and the promotion of socialist democracy.Based on this,the paper starts from the basic concept,expounds the relationship between the modernization of the national governance and the deliberative democracy of the CPPCC,and takes the Nanjing CPPCC as an example to analyze the current status and existing problems of the deliberative democracy of the CPPCC under the perspective of the modernization of national governance.Ask ideas to solve the problem.This paper is divided into five parts.The first part is the introduction,which mainly explains the background and significance of the topic selection,interprets the concept of national governance modernization,the deliberative democracy of the CPPCC,the research status at home and abroad,the way of thinking and methods of research,etc.This part is the theoretical basis of the dissertation and is used for the following discussion.The second part analyzes the relationship between the modern national governance and the deliberative democracy of the CPPCC.It mainly answers why the CPPCC deliberative democracy needs to be promoted in two aspects.First,the internal requirements for the modernization of the national governance require strengthening the institutionalization of deliberative democracy.Secondly,an important channel of deliberative democracy and the specialized agencies,to give full play to its role in the national management modernization,and it made a comparative analysis with other forms of deliberative democracy.The third part analyzes the present situation of Nanjing municipal CPPCC advancing the deliberative democracy,mainly from these aspects:the establishment of deliberative democracy work mechanism by the Nanjing CPPCC,the active development of a variety of forms of deliberative democracy,the innovative path to stimulate the vitality of the CPPCC deliberative democracy,and the improvement of the effectiveness of consultative democracy.The discussion analyzed the role of the local CPPCC deliberative democracy in the modernization of national governance.The fourth part analyzes the challenges and problems faced by the Consultative Democracy of Nanjing CPPCC.It mainly analyzes the problems of the relatively backward construction of the consultative democracy system,the modernization of the ability to perform the job,and the low conversion rate of the negotiated Democratic results.The fifth part aims at the challenges and problems faced by the CPPCC Consultative Democracy under the perspective of national governance modernization.It focuses on the study of countermeasures,explores and analyzes the ideas for solving problems,and proposes ways to ensure the institutionalization of CPPCC Consultative Democracy,optimize the structure of the CPPCC constituency,and bring into play the unique advantages of the CPPCC to advance the modernization of national governance.
