Research On Optimization Of Business Environment In Changchun City And Countermeasures

President Xi Jinping has pointed out that "the investment environment is like air.Only clean air can attract more foreign investment".When President Xi Jinping visited the three northeastern provinces in 2018,he also pointed out that the revitalization of Northeast China should be based on optimizing the business environment and comprehensively deepening reform.Optimizing the business environment has become the key to revitalize the old industrial base in Northeast China.Changchun,the capital of Jilin Province,is a well-established industrial inland city in Northeast China.At present,Changchun’s economic development is in the take-off stage,showing a high average investment growth rate,but the investment structure is not excellent;The scale of leading industry is large,but the regional driving effect is weak.Technology trading is more active,but the degree of innovation resource concentration is insufficient.In order to promote the comprehensive and rapid development of the economy,Changchun optimizes the business environment of Changchun based on the advanced experience of Shanghai,Hangzhou and other cities,and strives to build a pragmatic and efficient business environment featuring openness,inclusiveness,mutually beneficial cooperation,honoring and keeping promises,respecting and valuing business,loving business,supporting business and benefiting business.In the process of optimizing the business environment in Changchun,there are not only innovative ideas and measures,but also many problems.In order to better optimize the business environment,it is necessary to dig into these problems and explore solutions.This paper uses literature research method and case analysis method to sort out and refine the practice and problems of optimizing the business environment in Changchun City,and makes an in-depth analysis of the existing problems to put forward countermeasures and suggestions.This paper is divided into five parts: The first part introduces the research background,research significance,and research methods,and sorts out the current domestic and foreign research literature;The second part explains the basic concept and theoretical basis.Basic concepts include the business environment,the local business environment;The theoretical basis includes the theory of new public management,the theory of service-oriented government and the theory of government function.The third part is the current situation of the business environment in Changchun,including the measures and results of the business environment in Changchun.The fourth part analyzes the problems and reasons of Changchun’s business environment.The problems are explored from the aspects of government affairs environment,market environment,legal environment and talent environment.The causes of the problems are the problems in the positioning of government functions and the unreasonable design of business policies and systems.The fifth part is about the problem of Changchun’s business environment,from finding the correct function orientation,adhere to the rule of law thinking;Establish communication mechanism;The corresponding countermeasures and suggestions are put forward to strengthen the supervision of business environment.
